The Government of San Juan, specifically the Ministry of Health, sent to the Chamber of Deputies a bill that allows the provincial government to recover funds for the payment of social services from patients who receive care in local public hospitals. The need for this legislation arose after the national government issued a decree in February that removed the authority of the Health Superintendency to make these recoveries from the provinces. Although the amount may vary, this will allow the recovery of approximately $180 million per month to the provincial coffers.

The legislator commented that, as a result of the decision of the national Government, the Province has not received these funds for three months. This caused the need for the Executive to send this bill.

Recovering these amounts for the State is extremely important, especially considering that recently there has been an increase in care in public hospitals.

“We see all the time that the curve of care in public hospitals is totally ascending, while private hospitals are laying off people. This causes only one thing: the saturation of the public health system,” said Núñez.

The fate of money

As proposed in national legislation, the bill indicates that the money collected has three uses. 33% of the total is used to pay for health supplies and infrastructure, another 33% for training, and 34% to pay one-time bonuses to health personnel.

It should be noted that there is a historical claim by Ministry of Health workers to also collect this bonus. The project does not contemplate this claim and maintains the previously mentioned percentages.

“It is important to legislate this bill so that the Ministry of Health can make use of this money,” said the deputy.

The treatment of the project

It was the Minister of Health himself, Amilcar Dobladez, who went to the Chamber of Deputies to request the approval of this law. In this framework, he commented that a single day of Intensive Care at the Rawson Hospital costs $500,000, which marks the importance of approving this law for the provincial State and recovering the money.

Although the idea was to discuss the Sobre Tablas project in the session this Thursday the 27th, the legislators decided to refer it to the Health and Disability Commission to clarify some points.
