April 25, 2025 Xalapa, Ver.- In order to raise the integral protection of animals to constitutional rank and contribute to the construction of a Veracruz society that respects and protects life in all its manifestations, the legislative group of the Green Ecological Party of Mexico (PVEM), presented an initiative with a decree project that reforms various provisions of the political Constitution of the state of Veracruz.
On behalf of the PVEM bench, deputy Nallely Mendoza Camarillo indicated that the proposal responds to an ethical, legal and social demand aimed at guaranteeing a harmonious and sustainable coexistence between human beings and other species, placing Veracruz at the national and international avant -garde in terms of animal welfare and legislative development.
He stressed that the initiative provides for the explicit recognition of animals as syndor, providing them with legal protection in the constitutional framework, the establishment of an ethical and legal duty, of a binding nature for all natural and moral persons, in terms of unrestricted respect towards the life and integrity of animals.
-In addition, it establishes the obligation of state and municipal authorities to guarantee the protection, well -being and the decent treatment of animals within their respective powers; The inclusion of responsible protection and the protection of animals in the contents of the educational plans and programs of all levels in the entity.
It also expressly instructs the State Congress of Veracruz to issue and adapt the secondary legislation that regulates the matter of animal welfare, as well as empowers municipalities to develop public policies, regulations and programs congruent with this new paradigm.
Finally, he explained that in the elaboration of the proposal there were the collaboration of the legal teams of those who integrate the coalition of animal rights activists in Veracruz (CADAV).
To the initiative that reforms section II of the fifth paragraph and section III of the sixth paragraph of article 10; section IV of article 33; and two paragraphs are added to article 8; Fraction XVIII to the second paragraph of article 71, all of the Political Constitution of the State of Veracruz adhered to the Legislative Group of Morena and was turned to the United Permanent Commissions of Justice and Constitutional and Environmental Points, Natural Resources and Climate Change, for its study and opinion.
