The Peruvian Hydrocarbons Society (SPH) has issued a warning regarding the approval of an opinion in the Congress of the Republic that alters the Law 28832through the modification of the rules of the electricity sector to include renewable energies without a comprehensive analysis of its implications, according to the union, could negatively impact the massification of natural gas and affect the regions that receive resources for its production.

Felipe Cantuariaspresident of the SPH, pointed out that the opinion approved by the Energy and Mines Commission does not consider the impact on thousands of families, transporters and companies that depend on natural gas.

Likewise, he indicated that the measure could lead to an increase of up to 28% in natural gas distribution ratesaffecting approximately two million home users, more than 4,000 industries and businessesand more of 400 thousand 000 vehicles converted to CNG.

“From the SPH we ask the Plenary of Congress for a technical review to guarantee a safe, reliable and efficient electricity supply, in addition to promoting the diversification of the energy matrix. The forced incorporation of renewable generation would affect the reliability and stability of the National Electric System (SEIN). This taking into account the increasing frequency of events such as the El Niño Phenomenon, which directly affect the production of this type of energy,” said Canturias.

According to the Peruvian Hydrocarbons Society (SPH), the potential decrease in the demand for natural gas for electricity generation could reduce the fee for natural gas production in the region. Cusco in S/. 354 million in the next four years.

Furthermore, other regions such as Ayacucho, Lima, Ica, Huancavelica and Ucayali They would also be affected, with a total economic impact of S/. 67 million in resources from the Camisea Socioeconomic Development Fund (FOCAM), necessary for economic and social development projects.

Along the same lines, Cantuarias – president of the SPH – also warned that the forced incorporation of renewable generation could affect the reliability of the National Electric System (SEIN), especially in events such as the El Niño Phenomenon, which affect the production of renewable energy. .

In that sense, because generation with non-conventional renewable energies requires adequate planning to control the intermittency and variability of the electricity supply, the legislative proposal, according to the SPH, does not guarantee a safe, reliable and efficient electricity supply.

This law seeks to promote the decentralization of the massification of natural gas through energy projects with more agile mechanisms.

The majority opinion promoted by the Energy and Mines Commissionwhich unifies several bills that seek to modify Law 28832, in addition to encouraging the participation of renewable energies due to their “positive consequences for the environment”, proposes regulating the possibility that distributors can make bulk purchases of energy.

However, its vulnerability to climatic variations, such as natural disasters The boy and the girlare factors that reduce the reliability of the electrical supply.

On the other hand, the Peruvian Hydrocarbons Society (SPH) estimates that the large-scale introduction of renewable energy could cause increases in electricity rates for users.
