From this Tuesday until next Wednesday, May 1, the Ministry of Health will receive comments for the last draft decree to modify the health system in the country. This seeks to establish the single tariff for the provision of health services.

To understand it better, said manual is the guiding document that establishes what will be the values ​​and rates that are paid and charged for the health care services and procedures provided to users and patients.

In this sense, the purpose of the decree is to “establish the rate system and replace the Rate Regime Manual for medical, surgical and hospital care of victims of traffic accidents, natural disasters, terrorist attacks and other catastrophic events” that defines the ministry; as well as emergency care of another nature, if there is no agreement between the parties and “establish the unified conditions for its updating.”

On the other hand, the draft establishes that the Tariff Manual will be contained in the so-called “Technical Annex 1” of Decree 780 of 2016, which, it reads, “will be a reference for the contracting of health services in the country and mandatory compliance.” in cases arising” from the events mentioned in the previous paragraph.

Likewise, it incorporates in the manual the “value of health procedures associated with the fees of health professionals, supplies, use of equipment and others necessary for clinical practice.” And then he explains that the provisions of the decree will apply to the Administrator of the Resources of the General Social Security System (Adres) and to the insurance companies authorized to issue the Soat (mandatory traffic accident insurance), to the responsible entities. payment, public and private health service providers (the IPS) and patient transfer companies.

In its article 5 it mentions that the updating of the Tariff Manual will be done by the Directorate of Regulation of Benefits, Costs and Rates of Health Insurance of the ministry of the branch, which will update it “due to the needs that arise from technological advances, the clinical practice and its costs, so that the rates reflect market prices, the reasonableness of spending and the fiscal sustainability” of the health system.

For the Ministry of Health, this manual, which is under construction, has considered adjustments that have to do with the coding of the different services provided by the IPS (institutions providing health services) and also incorporates developments in basic and medicalized care transfer. .
