Supersalud appoints a new intervening agent to manage Emssanar EPS

Emssanar EPS reported that through resolution 2024100000003521-6 of May 3, 2024, the National Superintendency of Health (Supersalud) urged the removal of the intervening agent, engineer Luis Carlos Arboleda Mejía, and in his place he appointed Dr. César Augusto Sánchez Gutiérrez as the new intervening agent for the measure of forced administrative intervention in the immediate takeover of Emssanar.

Faced with the decision, the EPS gives some peace of mind to the affiliates, network of providers, administrative providers, authorities, collaborators, media and other parties involved, given that Emssanar must continue with the provision of health services in the municipalities business coverage with complete normality.

It is important to mention that the intervening agent, for legal and administrative purposes, is the only person authorized to operate the EPS, so it is emphasized that all requirements and requests related to this insurance entity are directed to the intervening agent through from official channels without any intermediation.

Emssanar EPS faces Supersalud intervention to overcome financial crisis

Emssanar EPS was intervened by Supersalud in July 2022 in order to guarantee the provision of services to 1.9 million members in the departments of Valle, Nariño, Putumayo and Cauca, due to the difficult financial reality that the insurance entity was going through.

Before the officialization of this intervention, let us remember that this EPS was under a measure of seizure of assets, assets and businesses for more than four months, during which time the special intervening agent appointed by the Superintendency, Juan Manuel Quiñones, evidenced serious problems such as: cost overruns in health services, deficiencies in the contracting process with providers and even the lack of a medicines area that leads and carries out negotiations with the pharmaceutical industry.

However, in July 2023, the control entity ordered the removal of Juan Manuel Quiñones as intervening agent and appointed Luis Carlos Arboleda Mejía as his replacement, who had to implement eleven instructions ordered by the Superintendency. However, the recent removal of engineer Luis Carlos Arboleda Mejía and the appointment of Dr. César Augusto Sánchez Gutiérrez as the new intervening agent indicates a continuous evaluation and adjustment by Supersalud in its attempt to stabilize and improve the management of Emssanar.

Debts Emssanar EPS

It is worth mentioning that one of the challenges to which the auditor is assigned are the debts that this insurance entity has, given that it is one of the EPSs that has the most liabilities. According to the preliminary report of the Comptroller General of the Republic as of October 2023, it was reported that the debts of the EPS are $25 billion, between debts with IPS and suppliers of medicines and health technologies, as well as liabilities of technical reserves. and administrative.

“93.5% of the total portfolio of the EPS with the IPS is less than one year old; That is, they are debts that are concentrated in the current portfolio. 51% of the total current portfolio of the EPS is concentrated in three companies: Famisanar, Sanitas and Emssanar, with an amount of $5.4 billion and the EPS Famisanar and Sanitas own 40% of the current portfolio, for an amount of $4.1 billion,” the report states.
