Leonardo Pérez Molina, director in charge of the Colombian Institute of Family Welfare, ICBF, of the Magdalena Regional and three other officials of said regional, were reported to the Attorney General’s Office, for alleged commission of crimes committed in the contracting for the care of early childhood.

According to the known complaint, it involves the legal technician Edgar Velázquez, Karen Diana Eguis Molina in her capacity as Technical Assistance coordinator and the university professional of the Legal Group of the regional Ashfield Robinson.

The aforementioned people allegedly incurred several irregularities by contracting early childhood care at their discretion with foundations that do not meet the requirements, disregarding the circular issued by the national directorate for the contracting of these services.

Several days ago, the Attorney General’s Office opened a preliminary investigation in the Magdalena regional office of the ICBF for the “alleged awarding of contract contracts for 42 billion pesos,” following disclosed complaints.

The complaint states that, “in particular, the director of said regional, Mr. Leonardo Alfonso Pérez, has been accused of contracting in a discretionary manner with foundations that do not meet the requirements to contract with the ICBF.”

Likewise, it warns that these decisions compromise more than forty-two billion pesos. This complaint seeks to inform the prosecuting body of the way in which the hiring was carried out and question why Pérez Medina decided to ignore the circular issued by the national management for the hiring.

“Edgar Velázquez and Karen Diana Eguis Molina, with their vast experience in the institution, established contact with the legal representatives of the contractor foundations. The latter, upon hearing the proposals of Edgar Velazquez and Karen Eguiz Molina, did not hesitate to accept and agree to the delivery of bribes in exchange for maintaining the contracts,” the complaint states in one of its sections.

Based on the above, a network emerged, made up of several regional officials and the legal representatives of the foundations.
