The date for the debate on the licenses of the state of Río Negro is now

The legal framework of the Collective Labor Agreement for the Rio Negro state employees will have about 200 articles and yesterday a first block of 44 was agreedforeseeing the addressing of the reforms launched by Governor Alberto Weretilneck for the next meeting, among them, the licensing regime for public agents.

The CCT commission held its second meeting, with the attendance of government representatives and those of ATE while UPCN persists in its opposition and requires changes to the regulations to occur.

The participants highlighted a first understanding of 44 articles although this set is made up of formal points. Even so, officials incorporated Among the requirements for entry into the public administration, having a secondary degree, which is currently not required.

ATE accepted, although it added guarantees of “continuous training” for workers, but it also introduced that staff will have “periodic performance evaluations.”

The next meeting, called for June 10, anticipates a first counterpoint because the licensing chapter was scheduled of the personnel of Law 1844, from general ones (vacations) to special ones (illness, care of family members and others). Those linked to union functions or franchises (to carry out activities) will also appear. These permits are currently granted without regulation and, for this reason, their organization is being proposed, as the current Rio Negro administration appropriately understood.

In his inauguration speech, Governor Weretilneck advanced this discussion and alluded to the point of presenteeism, as well as “productivity, efficiency, new technologies and modernization” in the worker’s role.

All these discussions will fall into the ICC commission. By June, teleworking is included, which is a non-regulated modality in the public administration, except in the national framework.

It is a very significant advance because it leaves behind old practices and/or ways of navigating public employment, which will allow us to enter a modern, agile state, with more and better tools for state officials and a better response for citizens.”

ATE was represented by its general secretary, Rodrigo Vicente and the administrative, Selva Sánchez, and the legal advisor, Diego Sachetti.

Vicente highlighted the union’s objective of “putting an end to precariousness and fairness in employment conditions” and referred to those hired, stating that this situation must “end” after six months. It was a proposal because the issue was not addressed – for now, at least – in the commission.
