This Saturday marks World Accessibility Awareness Day and from Plena Inclusion La Rioja they demand that the Government of La Rioja expedite the regulatory development of the Universal Accessibility Law of La Rioja, “that its regulatory regulations be approved and that implement the measures included in this Law as soon as possible given the nature of their need. Law 1/2023 on Universal Accessibility of La Rioja was approved on January 31, 2023 in the regional Parliament with the support of all groups.”

Thus, Full Inclusion La Rioja urges the Government of La Rioja to advance the support dictated by the Universal Accessibility Law, such as the Council for Accessibility – the Government’s advisory body – and the Rioja Universal Accessibility Program (2023-2027). and provide a budget to the Rioja Fund for the Promotion of Universal Accessibility.

In this sense, this association recalls that it made “contributions to the panel of experts of the commission created in the Parliament of La Rioja to draft this law. Therefore, the Riojan Federation wants to ensure compliance and development of this law, placing special emphasis on the case of Cognitive Accessibility, which, for the first time and explicitly, is included in the text (referring to the obligation to provide support such as easy reading, pictograms and accessible environments and spaces).

And they warn that “the legislative changes made show the ‘helplessness’ that people with comprehension difficulties faced until now. This means that there are many demands to be met, in this sense, and that can no longer wait, in all areas of society: education, health, justice, culture, economy, etc.”

For Plena inclusion “this law and its development is a great milestone that must continue to advance and that contributes to giving visibility to people with difficulties in understanding who until now have faced daily invisible barriers that have prevented them from being citizens with full rights. ”.

According to the WHO (World Health Organization) one in three people has comprehension difficulties. These groups are not limited to people with intellectual disabilities, but also include older people, migrants who do not know the language well, and people with a low level of literacy.

Full inclusion La Rioja has a pioneering Cognitive Accessibility Service in La Rioja that has been working, since 2016, to provide people with intellectual disabilities with the necessary cognitive supports that facilitate their autonomy, their inclusion and the ability to participate in society in equal conditions with the rest of the citizens. It is for this reason, and on the occasion of World Accessibility Awareness Day, that Plena Inclusion La Rioja reminds that progress must be made in the commitments acquired by the Parliament of La Rioja included in this Law.
