The Government of Huila, in coordination with the Chamber of Commerce of Huila and the Mayor’s Office of Neiva, launched the Territorial Articulation Strategy, with the implementation of the pilot “ArCo Regional Huila 2024”. This project will be led by the Ministry of Economic Development and Tourism of the Government and the National Planning Department (DNP).

The “Articulation for Competitiveness” (ArCo) methodology is an innovative initiative designed to promote the continuous improvement of programs, goods and services offered by National Government entities, a methodology in which the department of Huila has been a pioneer. Nacional level. This methodology, led at the national level by the DNP, seeks to optimize competitiveness through more efficient and coordinated management of resources.
“On behalf of Governor Rodrigo Villalba Mosquera we highlight the importance of the process that is being carried out in terms of coordination with the DNP and of course also the Federation of Departments, we greatly appreciate this process that is going to be carried out as a pilot plan in the department of Huila where we are going to manage to articulate all the institutional level offer that is presented at the national level,” explained Ricardo Vera Torres, Secretary of Economic Development and Tourism of Huila.
Likewise, he indicated that what is sought with this strategy is to optimize the management and execution of projects in the territories and improve competitiveness and innovation, reaching more people and positively impacting the development and for this reason department of Huila has taken the lead in implementing this methodology.
“The step that the department of Huila has taken in raising its hand and saying, we are going to be a pilot of this strategy, which has international recognition and that will surely allow them to aim much more clearly at the goals that are set, is important. defined in the department’s development plan,” said Salim Chalela Naffah, Deputy Director of Science, Technology and Innovation.
The ArCo pilot aims to address the low articulation of instruments at the territorial level, which currently translates into a high atomization of resources, low diversification in the offer and limited information management and traceability of the beneficiaries. This situation highlights the need for collective planning processes that allow reaching consensus on strategic priorities and defining relationships and links between the different available instruments.
Benefits of ArCo implementation in the region
Regarding the topic, the Secretary of Economic Development and Tourism of Huila, specified that what is intended is to characterize the local offer and articulate the instruments to avoid duplication of efforts between regional and national initiatives, as well as, provide citizens and users of local governments, greater predictability and confidence in the instruments available in each budget period, regardless of whether they are financed by local, national, private or public entities.
Expected results
As a result of the implementation of the Regional ArCo, the Portfolio of Instruments (PdI) will be developed for each participating region. This PoI will be published on the innovamos.gov.co portal, whose mission is to centralize information on the programs and calls of the National Competitiveness and Innovation System (SNCI). This will allow all interested parties to easily and transparently access data on the instruments available to promote competitiveness and innovation.
The Government of Huila and the participating entities invite all citizens, businessmen and key actors of the department to join and support this important initiative that seeks to improve the competitiveness and economic development of the region.
