“We are in the final stage of the reform. On Thursday the 13th we will have the penultimate session, where we hope to approve as many articles as possible,” said Maza. He stressed that they are working hard to incorporate the demands of various sectors of the community in the new Constitution.

One of the most discussed topics is the frequency of judges. “There are different proposals: some projects suggest 5 years, others 7 or 10 years. But there is a consensus that there must be periodicity,” said Maza. However, he acknowledged that there is still no total agreement, especially on issues related to the Executive.

The representativeness of provincial deputies is another critical point. Maza commented that, although no changes are expected in the number of deputies per department, they are looking for strategies to improve parity in the legislative bodies. “This is part of what the law establishes and what we are working on,” he added.

Regarding essential services and universal income, Maza indicated that they are still defining specific criteria. “We are working on a basic agenda that will then need complementary laws to define amounts and sources of financing,” he explained.

The president also mentioned that some key articles have already been approved. “We have approved four articles in the chapter on rights and guarantees. For example, in article 5, we have included the preamble as a source of interpretation of the Constitution,” Maza explained. She also highlighted the inclusion of conventionality in article 9, which establishes that any law or decree contrary to the Constitution must be declared unconstitutional by judges.

Regarding rights and guarantees, they are working to expand the concepts of human rights and include specific rights such as access to water and connectivity. “We want the new Constitution to have clear and accessible language for everyone,” Maza emphasized.

Finally, Maza emphasized the importance of this process: “It is something transcendental and historic. “People must be informed and understand how this new Constitution will impact their lives.”

The Constituent Convention will continue its sessions with the objective of finalizing and approving the reform on July 11, with the swearing-in of the new Constitution scheduled for the week of July 20.
