Through a popular action We will seek to guarantee school transportation for students in the rural area of Ibaguéa situation that in some cases is essential for children and adolescents to be able to reach the classrooms.

According to Nicolas Álvarez, promoter of the judicial action, he and a group of friends are currently volunteering in the San Bernardo sector, finding the situation that students face in order to reach the educational institution.

“There, in conversations with students, They told me with great pain how difficult it was for them to go to their educational institutions every day., many of them with their little brothers, almost told me that, on the verge of tears, as they sometimes do, they could not go to school despite having all the will. And it hurt me the most when I consulted with the school’s directors and they told me that they had not yet started to provide school transportation subsidies,” said Álvarez.

This situation led him to establish this popular action that seeks the right to education of minors is protectedin addition to forcing the Mayor’s Office to comply with the delivery of a subsidy for student transportation.

“The popular action already admitted by the Sixth Administrative Court, with which I seek, mainly that the law is complied with and what the Constitutional Court has established in different rulings, and the fact is that the school transportation subsidy must first be guaranteed from the first day of school activities. Unfortunately, the custom has caught on here and people have now normalized it, and that is that the program begins four months after the start of classes,” he assured.

According to Alvarez, Before the start of classes, the municipality must plan the projection of children who will arrive in the classrooms. in order to appropriate the budget for each term.

“The different sentences have been very clear that Children in the rural sector must be prioritized so that they can access this subsidybecause due to their conditions, especially many of them being remote from the educational institution, not having this subsidy creates a very strong barrier to accessing the educational system and that the school transportation subsidy is one of the most important strategies that it has. the State to guarantee access to education, therefore, the right is the fundamental right,” he stated.

Likewise, in the popular action it has been requested that students who have any situation of economic difficulty to attend classes in the area They are granted a subsidy that guarantees them to continue studying.

“That is The right to education is truly democratized and those entry barriers to the Ibagueño educational system are eliminated.. There are children who are dropping out of the school system, a six-year-old child who stops attending the school system for a year is a debt that the State will never be able to pay, because it is at that sensitive age where motor and social capacities are generated. , cognitive. Having deserted for one or two years generates a delay, a delay that the state will never be able to pay,” he pointed out.

Finally he assured that A precautionary measure was requested so that in the first instance the right to education is protected in the most critical cases. that are already identified.
