What is at stake in the fiscal package

The most controversial change has to do with the change in the Coefficient of Fiscal Balance. The co-participating funds are distributed 25% in equal parts to all departments, 65% based on the size of the population and the remaining 10% is this coefficient, which was used precisely to balance the funds of the most neglected departments.

Many of the mayors complained because they assured that changing that article is to favor some departments over others.
