Joint unions in Río Negro: fixed raises, minimum salaries and union reactions

The provincial government formalized a salary proposal for the June-July two-month period, with increases in fixed amounts.

This offer did not convince the union leaders and there is no more time to continue with negotiations because the organizations must begin immediately with the settlement of June salaries and the half bonus, considering the upcoming non-working days.

UPCN rejected the offer and ATE will analyze – probably tomorrow – the proposal in its organic body. Unter also called for this Friday his Congress in Regina but, Possibly, in the face of the reported rejection, the Plenary will meet directly and resolve its refusal.

In the case of agents of laws 1844 and 1904, the proposal includes the three monthly ranges, which are 50,000 pesos for the lower categories, 60,000 pesos for the intermediate ones and 70,000 pesos for the higher ones. These figures are added and doubled in July, therefore, the increases for the two-month period will be 100,000 pesos, 120,000 pesos and 140,000 pesos, respectively.

In May, the initial net income in Law 1,844 was 650,000 pesos and It will reach 750,000 pesos in July. The variation is equivalent to 15.3%, lowering the percentage with the remaining categories.

In Law 1904, the July minimum salary for non-medical personnel will be 898,347 pesos.

In principle, in the morning, in the Public Service, the government representation – headed by secretary Tania Lastra – offered these three-rank increases to ATE and UPCN, differentiated by rank and with the usual scales: 50,000 pesos per month in the categories of 1 to 11; The 60,000 pesos will be for the agents from 12 to 14 while the 70,000 pesos will be paid from 3 to the higher categories.

Later, in the afternoon, the teaching parity was met and the Education delegation – headed by Minister Patricia Campos – repeated the design of fixed smokes although, in that sector, five amounts were set and the largest reaches 90,000 pesos compared to the three degrees and the limit of 70,000 pesos for the Public Service.

The design proposed by Education is as follows: 60,000 per month for teachers with up to 4 years of seniority; 75,000 pesos for the age group 5 to 11; 80,000 pesos for the 12 to 19 year old segment; 85,000 pesos for those between 20 and 26 years old; and those over 27 years old will receive 90,000 pesos.

The same figures will also be settled in the July assets, that is, These bimonthly increases range from 120,000 pesos to 180,000 pesos in the teaching sector.

The initial teaching salary will go from 673,000 pesos to 733,000 pesos in June and will reach 793,000 pesos in July. Thus, it will have registered an increase of 17.8% in the minor category. They will be raised by agents when, in the last agreement, Unter achieved payments for positions.


Reactions against unions


It’s a statement, UPCN ratified its “firm opposition and rejection” to the offer, which it described as “insignificant” and “totally unacceptable.”

The general secretary of Unter, Silvina Inostroza understood that the offer “is a setback. The fixed sums are for agents and no longer, as had been applied by position.” In addition, he recalled that the pending 30,000 pesos whose incorporation was part of a joint agreement are not regularized.

After their parity, ATE stated that “the proposal will be analyzed in its organic instances” and, in addition, he demanded “the payment of the bonus in a single installment and the “laundering of non-remunerative sums.”
