Chaplain announces one million euros for the subsidized purchase of vehicles

The President of the Government of La Rioja, Gonzalo Capellán, has announced in the plenary session of Parliament that his Executive has reserved a sum of one million euros to allocate aid this year to the subsidized purchase of new vehicles with the aim of modernizing the Riojan mobile park. The regional leader did not want to go further by highlighting that this morning a meeting was held between the regional Executive and the sector’s employers’ association, Ariauto.

With an average age of more than fourteen years, one above the national average, of the 226,000 vehicles registered by Traffic in the community, seven out of each are over ten years old, according to data provided by Cristina Maiso. The president has announced that his Executive will promote the subsidized purchase of vehicles this year with the aim of “promoting the automotive sector and renewing the vehicle fleet, improving their age, emissions and safety”, challenges for which he has committed an initial amount of one million euros while awaiting the fine print of an initiative, the technical details of which are being finalized by the Riojan Automotive Association (Ariauto) in its meeting with officials from the Ministry of Economy, Innovation, Business and Self-Employment, as well as the ADER.

During the chapter of oral questions to the Presidency of the Government, Capellán took advantage of another of the questions raised by the popular deputy Cristina Maiso to praise the data of the Revive plan for young people’s access to housing in rural areas. The head of the regional Executive has detailed that in just over a month 127 requests have been received in 53 Rioja municipalities, more than 70% of the requests in nuclei of less than 2,000 inhabitants – 35 of the requests in municipalities with less than 500 inhabitants and another 55 in towns with a census of less than 2,000. He has also highlighted that half of the applications have been submitted by young people under 30 years of age, a percentage that rises to % when the age increases to those under 35 years of age.

Fresh air

“Housing is one of the key issues for establishing population in rural areas and this plan is a resounding success and will be a breath of fresh air for the Rioja municipalities,” defended Capellán, who recalled that there are almost three million euros reserved for this initiative.

The so-called Revive Plan, which can be requested from the 10th, can be used by people up to 45 years old who wish to access a home in a Rioja municipality with a population equal to or less than 5,000 inhabitants, and who do not already have a home in property or usufruct. Furthermore, the property must be used as the habitual and permanent residence of the beneficiary. The amount of the aid will depend on the size of the municipality in which the property is located. Thus, aid of 40% of the amount, up to 40,000 euros, will be granted in municipalities with 500 inhabitants or less; from 30%, up to 30,000 euros, in municipalities with 501 to 2,000 inhabitants; and 20%, up to 20,000 euros, in municipalities with between 2,001 and 5,000 inhabitants.

The plenary session began at nine in the morning with two questions to the president from the socialist parliamentary spokesperson, Javier García, the first of them about the update of the Infrastructure Pact signed in 2018, in which the harmony between both It has been total.

“Wishes have been fulfilled, but new ones have emerged that must be put on paper and to do so we must also support the economic and social agents,” defended García, who highlighted the benefits of the recent visit of the Minister of Transport, Óscar. Bridge. After agreeing with this last diagnosis, the president has asserted that “the issue of infrastructure is strategic and crucial for La Rioja to continue advancing and the updating of this pact will have to be put on paper when the sessions restart starting in September.” . If we move forward together, all of Riojan society will move forward together on a crucial issue. “I am an active supporter of consensus, not only in this Parliament but also with the Government of Spain, for the infrastructure and interests of La Rioja.”

The connection between the two lasted only a few minutes. The second question from the socialist spokesperson, about the situation in Primary Care, has brought the session to its usual climate of continuous clash between both groups.

“Here, sick leave or vacations, or leave for primary care physicians or nursing staff at health centers are not being covered, and this situation in the summer months, with summer vacations, is going to get worse,” has lamented the socialist leader, who, after pointing out that “the Public Employment Offer for 2024 includes an insufficient number of 9 Primary Care doctor positions and 1 specialist nurse position in Family and Community Medicine when in 2022, with a Socialist Government, 33 primary care doctor positions were offered”, censure “the inability of the current Government to cover the MIR positions in the Primary specialty” and accuse it of “the doctors that we managed to come from other communities have been left to escape « has concluded with the first dart of the session: »They do not outsource Primary Care because they cannot«.

In his response, the president, in addition to insisting that Salud is not going to close any health center in the summer, has criticized the socialist deputy, to whom he has recommended that “in politics you have to have a minimum of credibility. We came to the Government with a strike by professionals and with collective protests. You in Arnedo have said that the lack of doctors is a national problem and you have asked that society not be alarmed, but here you bring another speech to attack the Government of La Rioja.
