The Popular Action in question was filed by citizen Germán Obando Roa and assisted by former judge Jorge Arango Mejía (+), who legally triumphed before the Fourth Court with their claims, from which the obligation of the mayor of Armenia to protecting the collective right to public space, that is, clearing the streets of Armenia of street and stationary sales, but, at the same time, protecting the right to work that these informal merchants have.

The Court sanctioned former Mayor José Manuel Ríos Morales with a fine of $32 million 500,000 pesos for contempt in compliance with the aforementioned sentence, and, at the same time, continues in the process of making the sentence effective, for which it is now ordering Mayor James Padilla García to present his government’s public policy to clear the streets of Armenia of street and stationary sales, within a period of ten days, of which four have already passed.

“Given that 5 months have already passed since the inauguration of the lawyer James Padilla García as mayor of Armenia and that despite this and the knowledge that the municipality has about the existence of the present means of control, the new administration has limited itself to informing “the execution of the same actions implemented by the previous administration, to address the problem of occupation of public space by informal stationary and semi-stationary vendors,” says the Court’s requirement, and reiterates that Mayor Padilla must report the status of the shopping center. of the café in its function of housing street vendors and, at the same time, developing public policy to solve the problem of the occupation of public space in the city.
