President Gustavo Petro asked a question that surprised those attending a Government event in Popayán (Cauca). “Would a state of exception merit? Discuss it. They already knocked one down on me when the children of La Guajira didn’t have water. But let’s discuss it. Or within the current ordinary normative architecture (sic) can we move knowing what the conditions are like?” said the president about some works stopped in the south of the country, referring specifically to a stadium in Buenaventura.

“I have a proposal there. Public works in conflict zones, which are actually zones of illicit economy, must be carried out by the State itself. They cannot be hired,” added the president.

The head of state had just been talking about stopped works. For example, a stadium in Buenaventura in which he laid the first stone when he started his government. Petro expressed his concern about the contracting of these works, since he said that in that case it is stopped.

“I laid the first stone (…) How are you doing? The work is stopped. People are right if they say that the president speaks cart because where is the stadium (…) Why is he standing? Because they have extorted the contractor. Because the one who wants to keep the utility of the public works is not the contractor, it is the armed gang and that is how it is in everything,” he said.

“The PNIS is a program that is a total failure”

President Petro also referred to the program to replace illicit crops. In Colombia, the PNIS is the program in charge of directing this policy in the territories. The president had a meeting a few days ago in which he received criticism about the implementation of the resources provided to the farmers.
