The Disciplinary Chamber of the Attorney General’s Office filed charges against the former Minister of Sports of the Petro government, Astrid Bibiana Rodríguez, for failure to comply with the obligations acquired with Panam Sports Organization, which caused the withdrawal of the venue of the 2027 Pan American Games to Barranquilla.
According to the disciplinary entity, which is studying the termination of the legal business, both former Minister Rodríguez and the general secretary of that portfolio, Luis David Garzón, also included in the process, “They would have allowed the company’s assets to increase to the detriment of the city by 2 million 250 thousand dollars that the Mayor’s Office had paid as part of the established agreement and that were lost due to the Ministry’s non-payment.”
The Attorney General’s Office states in its statement that: “As part of the disciplinary action, the Control Entity observed that the former minister possibly violated the principles of effectiveness, diligence and speed of the public service by deciding on December 27, 2023 not to sign the contract and not honor the commitment made. to make effective the agreed amount in accordance with the payment plan established on December 30.”
For its part, the Entity maintained that In the case of the secretary, who served as the expense’s authorizing officer, he ignored the principle of effectiveness by supposedly stopping the contractual process to modify the payment method through an administrative act.which affected the image, seriousness and credibility of the Colombian State.
The Attorney General’s Office concludes that “the servers acted consciously and freely, voluntarily and with knowledge, despite the warnings of the negative effects that failure to comply with the city contract would have, a situation that apparently was omitted and that produced the aforementioned consequencesfor which it provisionally classified the alleged conduct of the officials as a very serious offense committed by way of fraud.”
