The National Association of Officials of the Undersecretariat of Cultures (Anfucultura) of Tarapacá joined the national warning strike for this Wednesday, June 26, due to the failure by the Government of the Institutional Strengthening Plan of the Ministry of Cultures to a few days after one year has passed since the authorities signed the agreement.

Through a statement, the association indicated that the national board of Anfucultura went to the Parts Office of the Palacio de La Moneda to leave a letter addressed to President Gabriel Boric demanding the implementation of the plan, which will contribute to completing the installation of the Ministry of Cultures, improve their management processes and systems, and the working conditions of officials.

The letter states that “from the political and administrative management of Minister (Carolina) Arredondo and Undersecretary (Noela) Salas, to date there is very little progress in fulfilling these commitments to improvement and institutional strengthening.”

Along with this, they pointed out that the Budget Directorate of the Ministry of Finance “has again ignored the financing agreement of this plan, regarding the leveling of civil servants with salary gaps that was agreed on October 24 of last year. for the period 2023 – 2026”.

In addition, they criticized that the spending from July 1 of the current year was approved for 2024 “in an arbitrary and partial manner and not for the 12 months as presented in the agreement and, also leaving out 39 officials this year. “/as, despite the fact that the resources are available in the current budget of the Undersecretariat of Cultures.”

The officials indicated that “this situation has a negative impact and reduces the ministry’s ability to comply with the portfolio’s plans and programs, which in turn support a large part of the country’s cultural ecosystem, especially in the regions, causing delays, inconveniences and preventing the exercise of the cultural rights of citizens and damaging the livelihood of families who live around the development of cultural, artistic and heritage projects.

For these reasons, the leaders of Anfucultura indicated that “they are obliged to announce a Warning Strike starting this Wednesday, June 26, given the evident lack of will on the part of Minister Arredondo, Undersecretary Salas and Minister Mario Marcel, to enforce this government commitment that cannot be postponed to execute 1% of the budget for Culture, as the president himself has ratified in the last annual Public Account.”

“During the next few days, the organization will continue to be in a state of upward mobilization in all regional seremias, attentive to the concrete actions taken by the authorities to guarantee compliance with the Institutional Strengthening Plan and accelerate its progress, which is already a year late,” they added in the statement.
