A video captured in a residential complex in Zipaquirá, Cundinamarca, has been released on social networks, causing outrage and controversy. In the clip, an elderly woman can be seen walking through one of the common areas of a residential complex when a dog runs past at high speed, knocking the woman down.

The event happened last Sunday, June 23 and The woman remains in a reserved condition at La Samaritana Hospital in Bogotá.

According to what is known, the older adult was returning from buying some groceries at the store, when she was overtaken by the dog, owned by another of the residents of the complex. In the images, You can see that the woman fell on her back and was lying on the ground.

Relatives indicated that the woman was unconscious after the blow. For now, she will have to undergo surgery and it is possible that she will not be as mobile as she was before the accident.

Wilson López, a relative of the woman, spoke with Blu Radio on the health status of older adults: “We are waiting for authorization, since we have to perform surgery on my mother, since they have to implant her spinal cord. The doctors tell us that there is a possibility that it will not be one hundred percent the same as before.”

The son also said that the family has had to cover transportation costs while their relative remains in the clinic. “Thank God, my mother is a pensioner, but even so, we have had to bear the costs of transportation, everything that comes with transport from Zipaquirá to Bogotá.”

The son also claimed that the dog’s owners had “ignored the issue”: “The owner of the animal has sent only 100 thousand pesos,” he commented.

Who should respond?

The fact has caused controversy and has led people to question the responsible ownership of pets and the responsibility of the dog owners in this case.

Andrés Macana Guerrero, lawyer for the Animal Protection and Welfare Institute, told Snail that “It is necessary to establish who the animal’s guardians are and that they take charge of all possible responsibilities they have with the lady, with respect to the damages caused.”

On the other hand, the Mayor’s Office of Bogotá explains that the Coexistence Committee and the Board of Directors of the group must mediate and help resolve conflicts that exist among residents regarding pet ownership, as the main organizations within the condominium.

For his part, Miguel Hernández, the family’s lawyer, said that they were going to take measures in response to this situation: “This goes beyond the criminal field and the civil field. The criminal field because the owner of the animal must be held accountable for omission. In other words, there are rules of coexistence that must be complied with, but here it goes beyond the criminal field.” He added: “The civil field, because there is an action of contractual liability versus liability with the animal.”

The lawyer also pointed out that they are waiting for the administration of the complex to submit the joint zones policy, which is mandatory in these sites.
