Councilwoman Jessica Rovetto Yapur, from the Cordobeses por la Libertad bloc, presented a draft ordinance that seeks to create a comprehensive legal framework for animal protection in the city of Córdoba. The initiative, which has the support of the Animal Law Chamber of the Bar Association and protectionist organizations, must be debated in the Deliberative Council.

The project – baptized “Bold ordinance”, for the case of abuse that occurred in a private neighborhood of Villa Allende – establishes fines of up to 600 UEM (Municipal Economic Units), equivalent to $5,020,800, for those who mistreat pets. In addition, it prohibits the abandonment of animals, dog fighting and the use of aversive methods in their training.

It also creates two registries: one for pets and another for abusers. The animal registry will be mandatory for all pets residing in the city, and must include information about their breed, age, sex and health status.

The registry of abusers will include people who have been sanctioned for mistreating animals, and will prevent them from having pets in the future.

The proposed regulations establish the mandatory castration or sterilization of all pets that are not used for reproduction. This measure seeks to reduce the number of animals abandoned on the streets and prevent the transmission of diseases.

It also requires free vaccination, deworming and sterilization campaigns for pets in the city. In addition, awareness campaigns will be carried out on responsible animal care and the importance of reporting animal abuse.

And establishes the creation of a specific fund for animal protection and care. This fund will be financed with fines collected for non-compliance with regulations, and will be used to finance vaccination, deworming and sterilization campaigns, as well as for other actions related to animal protection.
