PDI Tarapacá presented first homicide report 2023 – CEI News

With the presence of Inspector Prefect Cristian Lobos, head of the Tarapacá Police Region, the Regional Presidential Delegate of Tarapacá, Daniel Quinteros, Regional Prosecutor of Tarapacá, Trinidad Steinert, Prefect Cristian Benavides, head of the Iquique Provincial Prefecture, Regional Director of the Tarapacá University (UTA) Headquarters, Yasna Godoy, students of said prestigious school and special guests, the presentation of the “first homicide report for the year 2023” began, which was led by Sub-Commissioner María José Díaz, Lawyer, who has vast professional experience in the area of ​​​​homicide investigation and criminal analysis.
In turn, the exhibition was attended by a panel of experts, composed of its moderator, Libardo Buitrago, Political Analyst; Marcela Tapia, Attorney; Hardy Torres, Chief Prosecutor of the Tamarugal Prosecutor’s Office; Prosecutor Paola Apablaza, Chief Prosecutor of the Tarapacá Criminal Analysis and Investigative Focus Unit (SACFI); Carol Thiele, Psychologist, who throughout her professional career has worked in the assistance center for victims of sexual attacks (CAVAS) of the PDI and the Subprefect Christian Sayago, Head of the Iquique Homicide Brigade.
The Iquique Criminal Analysis Office (OFAN), in compliance with its mission of contributing to the professional investigation of crimes by integrating information and generating analytical products, prepared said report, which aimed to characterize said phenomenon by analyzing various variables.
Panelist María José Rivas indicated that “this presentation was made as a contribution to a better understanding of the phenomenon and the design of policies or plans on the matter at the regional level, thus contributing to the objectives set out in our Strategic Police Development Plan. 2023-2028 and demonstrate the work carried out by OFAN.”
The Tarapacá Police Department believes that the study and the data that were released will generate positive effects on the community’s perception of security, within the framework of the Institution’s commitment to transparency and truthful information to citizens.
Libardo Buitrago, International Analyst and Political Scientist, said that “the presentation of this study is of utmost importance since a society that does not have data cannot know what will happen, cannot build public policies, cannot see the origins or the symptoms that are appearing in phenomena such as the one reported here.”
Meanwhile, Marcela Tapia, Lawyer, indicated that “revealing the importance of a report like this in a territorial key, where data and contexts of the evolution of crime in the region were provided, which naturally allows for a better design or closer to reality, criminal policy and the design of public policies, from that perspective, being able to provide this data to the community allows generating greater synergy of the responses that must be designed and considering, above all, the characterization that this crime has had in comparison to other regions.
The implementation of effective public policies and close collaboration between the institutions that make up the criminal prosecution system and the community are essential to face this challenge. It is imperative to encourage citizen reporting and strengthen education and support programs for victims, to work together to build a safer environment and country.
