Seremi of Science, Cristian Cuevas, highlighted the Law on Technology and Knowledge Transfer during a panel discussion on Science-based Technology Companies (EBCT) held at Invest Hub.

Within the framework of Invest Hub, the regional secretary of Science, Technology, Knowledge and Innovation (CTCI) of the Northern Macrozone, Cristian Cuevas Vega, participated in a panel discussion on Science-Technology-Based Companies (EBCT) and the importance of universities in their creation process.

During his intervention on the panel of the first investment and entrepreneurship meeting in Antofagasta, organized by INCUBA of the USQAI Entrepreneurship Laboratory of the Universidad Católica del Norte (UCN), the representative highlighted the Technology and Knowledge Transfer bill that was approved by the Commission on the Future, Sciences, Technologies, Knowledge and Innovation of the Chamber of Deputies. “It is a law that eliminates restrictions for the formation of EBCTs and that recognizes technology transfer as a content in the research mission, making it a desirable exercise. Furthermore, it considers as strategic the open disposition to knowledge generated with public financing. However, it brings new challenges to the CTCI system, in the sense of its self-regulation, and of regulations that manage to enable the much desired transfer of technologies and knowledge.”he pointed.

Technology and knowledge transfer is the transmission of the results derived from scientific and technological research to the market and to society in general, together with the associated skills and procedures. “The idea is to lift restrictions so that a discovery or invention can be transformed into a product or service. It will be a process that must involve the will of various actors, scientific-technological capabilities in the country, access to risk capital, management of intellectual property and general awareness of its importance.”Cuevas added.

In the conversation panel “Role of Universities in the EBCT: training, research, incubation?”, Seremi Cristian Cuevas spoke with Bárbara Torres, director of Innovation and Technological Transfer of the Universidad Católica del Norte; Marcelo González, Innovation Manager of the Zenit Group; and Daniel Troncoso, Technology Transfer Manager at the UCN.

“Invest Hub has once again positioned the Antofagasta region as a territory that stands out for its capacity to generate innovation and entrepreneurship ecosystems. This initiative organized by the Universidad Católica del Norte through USQAI, with the support of Corfo, and in co-organization with various actors from the Antofainnova Network, has allowed us to bring national and foreign experts who have interacted with our local leaders who stand out for their work around the challenges and industries present in our region, and have allowed our local entrepreneurs to integrate new knowledge and make their ventures visible.”explained Bárbara Torres.

Regarding the law, Daniel Troncoso added that “I think it is a very good alternative for generating a seedbed of EBCT’s and facilitating their arrival to the market. An articulation is occurring between all the actors of the ecosystem that demonstrates regional power, so, by decentralizing it is possible to understand that science, technology and technological development can go hand in hand with the needs of each region.”.

Invest HUB is a space that articulates the entrepreneurial ecosystem of the Northern Macrozone. For this reason, the seremi participated in a meeting to address the impact of the Technology and Knowledge Transfer Law on scientific-technological-based companies (EBCT) in our country. The meeting was attended by Franklin Valdebenito, director of Innovation at the University of La Frontera; and Javiera Cuevas, coordinator of venture capital strategy and development at the UC Anacleto Angelini Innovation Center. This instance was led by the team from the Directorate of Innovation and Technology Transfer of the UCN.
