Congresswoman Patricia Chirinos, from the Avanza País party, has filed a constitutional complaint against the Attorney General, Juan Carlos Villena. This action arises as a result of the filing of the complaint against former President Martín Vizcarra for the purchase of rapid tests to detect COVID-19.

Chirinos argues that, by filing the complaint, the head of the Public Ministry could have committed several crimes, including prevarication, abuse of authority, illegal sponsorship and delay in functional acts.

“For this reason, I have filed a constitutional complaint against him, requesting his dismissal and disqualification from all public functions for up to 10 years,” Chirinos indicated on his X account, where he shared the document.

The congresswoman maintained that “the death of thousands of Peruvians cannot go unpunished,” pointing out that the aforementioned rapid tests were ineffective during the Covid-19 pandemic.

The complaint against Juan Carlos Villena is for the alleged violation of articles 39 and 159 of the Political Constitution, in addition to the crimes of malfeasance and others, for which his disqualification and criminal prosecution are requested.

The basis of the complaint states that the government of Martín Vizcarra approved the purchase of rapid tests, ignoring the recommendations of the World Health Organization (WHO) and other entities. He adds that subsequent reports indicated that these tests were ineffective and harmed public health.

“Despite the existence of said information, the Attorney General decided to definitively archive the investigation, which has been perceived as an arbitrary action and a deviation from his functions,” the text states.
