The tragic road accident caused the death of Leonardo Almada, Axel Rossi and the brothers Lucas and Brian Izaguirre, and also caused serious injuries to the provincial official and could have highly burdensome consequences for the State.

In addition to the criminal action against Ruiz Orrico, who could face charges of manslaughter, a civil case with several aspects is being opened. The relatives of the four employees of the Fadel Frigorífico who died tragically in the early hours of June 20 can sue both the official and possible subjective person responsible for the incident (he was the one who maneuvered the vehicle) but also the State for the objective damage, that is, for the damage caused by the VW Passat that is property of the Province.

Civil actions have three steps of damage. The first is the emerging one. There, both the total destruction of the Corsa in which the four workers were traveling and the so-called “value of life” are counted. Although human life is not economically valuable, in this type of incidents a value is established based on the deceased person. An estimate made by sources linked to the insurance activity considered that, in particular, it would be at least US$500 thousand each, which would total US$2 million.

To this must be added, as a second step, the loss of profits due to deaths. That is: what these four victims could have produced for themselves and their families if the accident did not claim their lives.

On a third step is moral damage. This is the most diffuse because it considers the psychological conditions in the family nucleus of each of the deceased.

The fleet of official vehicles is insured in Iapser Seguro. If the Passat had the policy in force at the time of the tragic event, it will be the state insurer that will have to take care of these expenses, to which legal costs would have to be added. Otherwise the action will go directly to Orrico and the provincial State.

On the other hand, the State Prosecutor’s Office began an internal investigation through the Property Investigation Directorate to determine the damage to public assets caused by the former head of Ports by destroying the official car in which he was traveling. To this must be added that they will put the magnifying glass on the possible civil liability of Orrico for possible irregular conduct.

The official is a native of Concepción del Uruguay, a city that he wanted to govern on two occasions as a PRO candidate but lost. On Thursday the 20th he would have been returning from a private party at the Historica in the early morning. At kilometer 223 of Route 39, the Passat he was driving collided with the Corsa where the young people were traveling.

The Government reported this Tuesday that Orrico will not continue as head of the Port Institute until justice clarifies what happened. It would have been at the request of the official himself. For this to happen, a decree from the provincial Executive must be issued.
