According to information from the Mexican government, Raquel Buenrostro is a mathematician from the National Autonomous University of Mexico (UNAM), where she was awarded the Gabino Barreda medal with the thesis “About the Miller-Teply theorem.”
Subsequently, he obtained a master’s degree in Economics from El Colegio de México with the work “Behavior of the exchange rate within a band: analysis of the effects due to the intramarginal intervention of the Central Bank.”
Buenrostro has taught various mathematics and economics courses at UNAM and El Colegio de México.

The Master in Economics has more than 20 years of experience in public administration.
She has served as Director General of Administration at the Ministry of Tourism; Director General of Innovation and Quality at the Ministry of Public Education; Deputy Director General of Budget Control at the Ministry of Finance and Public Credit (SHCP); Manager of Planning and Development at Petróleos Mexicanos, and Deputy Treasurer of Fiscal Policy at the Government of Mexico City.
Head of SAT
After Margarita Ríos Farjat, head of the SAT from December 13, 2018 to December 5, 2019, Raquel Buenrostro arrived at the offices of the Mexican tax authority on January 15, 2020 as the new head.
Her administration was characterized by high efficiency in tax collection, especially from large companies, which were initially audited and are now beginning to comply with their tax obligations voluntarily, the official explained.
During his administration, he was in charge of the transition from the General Customs Administration (AGA) under the control of the SAT, to the new National Customs Agency of Mexico (ANAM), now as a separate administrative body of the SHCP.
Secretary of Economy
Buenrostro became head of the Economy Ministry in the midst of various consultations taking place in the energy and automotive sectors between the partners of the Treaty between Mexico, the United States and Canada (T-MEC).
His work in the Ministry of Economy focused on promoting investments and maintaining negotiations with the governments of the United States and Canada on issues related to Energy, transgenic corn, and labor rights under the framework of the USMCA.
