Santiago de Chile-. The UN Human Rights Committee regretted the impunity in the majority of violations of citizen prerogatives committed during the social outbreak in Chile in 2019, according to a report released here today.

The document specifies that only a small part of those accused of these crimes were prosecuted and much fewer were convicted.

Remember that due to the disproportionate, arbitrary and unnecessary use of force and brutality by the police and military, a considerable number of people died and thousands were injured, including many with eye damage from the use of the riot shotgun.

The committee is concerned about the lack of official data on torture, ill-treatment and sexual violence during the social revolt that began in 2019 against the increase in subway fares, but that later spread to the entire country in rejection of the neoliberal model.

He also expresses concern about the new law known as Nain-Retamal which, according to United Nations experts, could give privileged treatment to state agents.

This legislation gives police more powers to use their firearms.

The Committee, based in Geneva, recommends that the Chilean State provide better training in human rights for security forces, after pointing out that in Carabineros education there is a low number of subjects dedicated to this topic and there is no mention of Istanbul Protocol against torture.

The seventh report of that body on Chile welcomed the recent creation of the National Search Plan for those detained-disappeared during the dictatorship of Augusto Pinochet (1973-1990).

However, it expresses its concern about the considerable number of cases of forced disappearances, extrajudicial executions and arbitrary detentions still without a sentence.

Given the years that have passed, “the right to justice and reparation of the victims and their descendants is endangered, and impunity for the perpetrators is made possible,” highlighted the report published this Thursday.

The committee, made up of 18 experts, was chaired by the Paraguayan Tania María Abdo.
