The Cundinamarca Comptroller’s Office reported that in the development of a compliance audit of the municipality of Cáqueza for the 2022 period, possible property damage was evident due to the acquisition, in 2019, of a property for the construction of a mega school valued at $1,716,570,320. .

The worrying thing is that, so far, there is no such construction. The control entity explained that, in addition, according to the Territorial Planning Plan, it is in an area of ​​historical, urban and architectural conservation. “The lot has an area of ​​3,338 m² and 2,444 m² of construction and is located on Calle 4 No. 5-53.”

The Cundinamarca Comptroller’s Office is carrying out a process of fiscal responsibility for these events, in order to determine if there is responsibility at the head of the administration that acquired the lot.

They also explained that the precedent is the fact that the Court of Execution and Penalties and Security Measures of Cáqueza, on September 17, 2018, resolved the Guardianship action filed by a citizen, for the alleged violation of constitutional rights. to life, education, free development of personality, equality; because 350 students were receiving classes at headquarters B of the Educational institution and it collapsed, since no maintenance had been carried out for several years.

The guardianship judge ordered to begin work for the maintenance of the Departmental Educational Institution of Cáqueza, as well as to deliver the headquarters suitable for its service safely. Given the will of the mayor of the time, to acquire a lot on which the new headquarters of that institution could be built, the Guardianship Judge ordered construction to be carried out in the shortest possible time.

Given the disregard of the orders of the Guardianship, on March 15, 2021, the Judge stated that: “the mayor’s office of the municipality has taken steps to obtain a lot for the construction of a new headquarters of the urban departmental educational institution of Cáqueza. , but it has not been possible, due to the fact that the acquired property, the object of construction, does not meet some technical conditions.

In addition, they explained, it is located in an architectural conservation area in accordance with the provisions of the Territorial Planning Scheme (EOT)which must have special treatment, so the Planning Advisory Office recommended rethinking the project, which is why we are waiting to have the land to begin the management of the new educational headquarters.

The audit group noted that the department’s Secretary of Education carried out a visual technical visit to the site in March 2021, at the request of the new mayor, to learn about and evaluate the terrain and provide a prompt solution to this situation.

Likewise, the head of the Planning Advisory Office of Cáqueza, Cundinamarca, certified to the audit group that the property located on Calle 4 No. 5-53, former María Auxiliadora school, “Due to its tradition as a cultural and training center. Due to its traditional architectural conception. Due to their tourist attraction, they are properties requiring a declaration of historical, urban and architectural conservation.”
