La Rioja already has a date to sanction the constitutional reform: the most important points of the project

After months of debate and criticism from the opposition, It seems that the constitutional reform of La Rioja is getting closer. This was announced by the governor Ricardo Quintela that in an interview with the AM750 He announced that the province will approve the new Constitution in 15 days. Among the central points of the project are the constitutional consecration of the rights to water, energy and connectivity.

The new constitution will be sanctioned where there are essential services, which we consider to be rights of society, which will be incorporated with constitutional status, meaning that no Riojan will be able to lack the right to water, energy and connectivity, whether or not you have money. That is basic, because it is the only way for the most vulnerable sectors to have the same opportunities.“said Quintela.

On the other hand, the Rioja governor also indicated that a universal basic income, which means “establishing a floor of the basket and with that the bag, the dining room and the picnic areas would be avoided.”

Other key points of the reform to be addressed by the Constituent Convention will be the periodicity of the three executive, legislative and judicial functions of the State; gender parity in elected positions; freedom of expression and governance; and include primary municipal co-participation in the Magna Carta.

The work of the constituents

In July of last year, the Constituent Convention began working to begin the reform of the provincial constitution. ANDIn May 2023, the elections of the conventional constituents were held, simultaneously with other levels. There, 36 conventional members were elected, representing all of each of the departments. in the same proportion that they make up the Chamber of Deputies.

In April of this year, the stage culminated in which society as a whole, like conventional parties, can present reform projects linked to the law that declared the need. Once the project presentation stage is completed, comes the strongest work of the conventional ones, which is the analysis and study, the preparation of opinions and proposals that must be submitted to the plenary session to be debated and eventually sanctioned in the articles.

La Rioja maintains the dining rooms

Through Law 10,699, which extends the social, food, health, economic, financial, labor, productive, water, administrative, housing, security and public services emergency, In La Rioja, an extraordinary contribution from Large Taxpayers was created, who will contribute 25% of the tax determined on Gross Income for those who declare a monthly turnover equal to or greater than 200 million pesos. The purpose of the proceeds collected by the General Directorate of Provincial Revenues (DGIP) is a solidarity fund destined for the Rioja Food Program (PAIR).

This decision was made by the governor Ricardo Quintelawho asked the owners of large companies a contribution “for those who have the least and who need the most”. In that sense, this “Extraordinary Contribution from Large Taxpayers” was created through the legislative body. This law provides for the specific allocation of the resources collected, creating for such purposes the Solidarity Fund for Food Management (FOSGA), through which it must contribute to the financing of public food policies, specifically the PAR.
