The Cuban government established the treatment of entries and exits from the country, through the publication, this Monday by the National Assembly of People’s Power, of a draft Migration Law.

Foreigners not resident in the country must apply for an entry visa, unless they are citizens of a country that has exemption agreements for this document with the Ministry of Foreign Affairs of the island.

Based on these requirements, the document specifies some conditions that regulate entry and exit to the country.

According to the document, Any person who is in the national territory cannot leave the country, as long as they are included in any of the following points.:

  1. Be subject to criminal proceedings or any other matter, provided that the authorities have ordered the precautionary measure prohibiting the national territory.
  2. Have pending compliance with a criminal sanction in which the prohibition of leaving the country is an accessory sanction.
  3. Be subject to the benefits of Mandatory Military Service.
  4. When reasons of National Security and Defense so advise.
  5. They have obligations with the Cuban state or civil responsibility, as long as they have been ordered by the corresponding authorities.
  6. Lack the established authorization, under the regulations aimed at preserving the qualified workforce for the economic, social and scientific-technical development of the country.

  8. Minors without parental authorization.
  9. When for other reasons of public interest determined by the authorized authorities.
