The Buenos Aires legislator Juan Manuel Valdés (Unión por la Patria) presented a bill for the Legislature of the City of Buenos Aires to regulate the travel of the head of Government.

It is proposed that each trip be authorized in advance by the Legislative Branch and that a limit be established on the number of authorized days. The Head of Government, for his part, must announce this in advance before undertaking each trip.

The project proposes to create the “Special Commission for Monitoring Official Trips of the Head of Government” which will have the power to request from the Head of Government the agenda of scheduled trips and the accountability of travel expenses, both for the mayor and his entourage. In addition, it may request the details of the members that make up the same.

It will be chaired by a legislator from the largest bloc of the opposition and will be made up of three members of the Budget commission; two from the Constitutional Affairs Commission; two from the Interjurisdictional Relations Commission; and a representative of the City’s General Auditor’s Office.

“The regulation of the trips made by the Head of Government and the control by the Legislature is of vital importance for the transparency and access to information of the citizens of the events and issues that concern the knowledge of the highest authority of the Executive Branch of the City” and indicated that “the Argentine National Constitution adopts for its government the representative, republican and federal form. It is in this sense that the division of powers, one of the pillars of republicanism, is made manifest through a system of checks and balances to avoid the arbitrary use of public power”, maintains the defense of the bill.
