This Wednesday morning the Commission chaired by the senator, Martín Oliva (Uruguay – Más para Entre Ríos), met and is made up of Ramiro Favre (Colón – Together for Entre Ríos), Rubén Méndez (Islas – Together for Entre Ríos), Casiano Otaegui (Gualeguay – Together for Entre Ríos), Nancy Miranda (Federal – More for Entre Ríos), and Juan Conti (Tala – More for Entre Ríos). On this occasion, senators Juan Cosso (Villaguay – Más para Entre Ríos) and Gustavo Vergara (Diamante – Together for Entre Ríos) joined.

There, the bill presented by Senator Juan Cosso was analyzed, which aims to implement a preventive campaign in Entre Ríos, aimed at children and adolescents, on the risks of online betting.

In the nine articles of the text, the actions of the campaign are stipulated, such as pedagogical activities in educational, cultural and sports establishments at all levels aimed at providing content to recognize the problem of addictions as a disease and a process determined by historical, socio-economic, cultural, biological and psychological components.

The initiative also includes the dissemination of material, training for teachers on the subject, holding conferences and workshops, coordination with civil society organizations as well as the detection and referral to the social and health care system in the event of alleged cases of gambling addiction, among others. Other actions.

The application authority would be the Institute of Financial Assistance for Social Action (Iafas), which has been studying the issue and implementing programs in this regard, and would work in coordination with the General Council of Education (CGE), the Ministry of Human Development, the Ministry of Health, among other public organizations.

The members of the Commission agreed to make an opinion and accompany the approval of the bill, although some proposed modifications to its wording will be included.

Energy Sustainability Education

On the other hand, Senator Oliva confirmed that the Committee will continue with the analysis of a bill that has half the approval of the Chamber of Deputies in 2022, authored by Juan Cosso, by which the Sustainability Education program would be created. Energy, with the aim of promoting educational processes on the topics of energy, renewable energy, energy efficiency and its responsible use, in accordance with the provisions of National Law No. 27,621, Article 260 of the Provincial Constitution and the Provincial Law No. 10,402.

The objectives of the Program are to generate a comprehensive educational process based on the understanding of energy as a common, decentralized and sustainable good, with its use and care being a right of present and future generations; to contribute to the formation of an environmental awareness, among other purposes, with the General Education Council, in coordination with the Energy Secretariat, being the implementing authorities.

It should be recalled that in order to hear contributions on the subject, the senators had summoned last month the Secretary General of the General Council of Education of Entre Ríos, Gabriel Pérez Montórfano, and the director of Information, Evaluation and Planning, Emilia Sosa Passarino, who had given their opinion on some points of the project.

General Legislation Commission Meeting

Also in the Commission Room, the General Legislation Commission met this Wednesday, which was chaired by the representative of Gualeguaychú, Jaime Benedetti. In addition, the senators from Villaguay, Federation, Federal, Uruguay and Diamante were present; Pablo Cosso, Rubén Dal Molin, Nancy Miranda, Martín Oliva and Gustavo Vergara, respectively.

Social work

Benedetti opened the meeting and began work on the bill that proposes changes to provincial law 10,412, referring to the College of Social Work Professionals of the Province of Entre Ríos. The president of the College, Ivón Mantovani, and the deputy secretary, Carla Ocaranza, were present.

Mantovani pointed out that the project already has half a sanction from the Chamber of Deputies, where there was a broad debate on the issue that had the permanent participation of the entity he presides. He recalled that the set of changes being promoted arise from an Extraordinary Assembly of the College.

Among the additions is the mechanism for access to registration of the profession, the recognition of professional specialties, so that the College itself is the entity that can grant certification; They added the replacement of the disciplinary commission with one of professional ethics and, among others, the incorporation of non-sexist or non-binary egalitarian language.

In addition, the name of the college will be changed to “College of Social Work Professionals of Entre Ríos”.

It is worth remembering that the representatives of the College had held a meeting with the Vice Governor of the province, Alicia Aluani.

Another point that is incorporated is to enable the holding of virtual assemblies, taking into practice a work mechanism that arose during the Covid-19 pandemic.

Favorable clearance

After an intense exchange between legislators, Benedetti announced (which was supported by his peers present) that there will be a favorable dispatch for the project that already has half a sanction and is expected to be discussed in the session scheduled for this Thursday.

Other themes

Legislators subsequently took up a bill that establishes progressive changes in the operating mechanisms of the Hearing Management Offices.

The legislators decided to ask the opinion of the Bar Association of the province, the Council of the Judiciary, and expressed the possibility of calling members of the Superior Court of Justice to a meeting.

Finally, a bill by Senator Rubén Dal Molín was discussed, which introduces modifications to Law 11,139, referring to the session of some properties in the town of Santa Ana, in the Federation department.

The legislator detailed the work that has been done on this issue, which aims to achieve better urban planning in the town.

He listed the historical background dating back to 1991, when the transfer of properties from the National State to the province took place, in view of the new location of Santa Ana, which was impacted by the construction and operation of the Salto Grande dam.
