What happened?

The Civil Registry is preparing a new technological advance in terms of citizen identification. If a few weeks ago it announced the implementation of a digital passport identity card, now the entity announced that it will go even further.

This, then, prepares the registration of irises, which, according to the director of the Civil Registry, Omar Morales, will put Chile at a “top level of world security.”

The announcement comes just after a visit by the FBI delegation from the United States to Santiago, which arrived in the country to verify the identification procedures in Chile, as part of the Visa Waiver agreement between both countries.

Program that in recent years has been called into question due to the misuse of the benefits of many Chilean citizens who have been caught committing crimes in the country in the north of the continent, causing different authorities to ask to break the aforementioned agreement with Chile.

In any case, Morales assures that the visit of the American delegation was successful with a view to keeping the agreement standing and anticipates that the implementation of iris scanning will strengthen security in terms of the identification of people.

“We have joint work with the North American embassy, ​​with the FBI and with Homeland Security (Department of Homeland Security), which is the one that deals with the Visa Waiver issue specifically,” Morales explained in conversation with Diario Financiero.

Along these lines, Morales explains that the FBI works especially with the Investigative Police (PDI). “We are the support. In fact, last year a mission from Chile was working at the FBI headquarters and now they came to see precisely the checklist of the tasks that had been entrusted to them,” he says.

When will iris registration be implemented?

Regarding the new technology to be implemented, Morales said that “today we are working with the biometric system, but the most advanced is the iris identification system and our system is prepared for it. It comes with all the functionalities.”

“But we have made a decision as a service, which is not to leave immediately and we hope to advance in its implementation in 2026,” he said in this regard.

Similarly, the director of the organization establishes a parallel with what a fingerprint is, emphasizing that the iris, unlike a fingerprint, does not wear away.

“Fingerprints can wear out, even the face, which is biometric. Someone could also change their face, but the iris does not change over time and “It is unique in all people, therefore, we are going to advance in greater stages of security with the iris and we will be available for use.”accurate.

“We will be able to identify people with more or less 30% of the face of someone who, for example, is wearing a hat or a mask. Of course, we require an image capture that is of quality. This is analyzed by the police and With our system it will allow us to achieve results in no more than four or five minutes in something that could take days,” he said.
