The Superintendence of Health extended for three months, counted from May 6 and August 6 of this year, the Administrative Forced Intervention measure against the Integrated Subnet of Health Services Centro East of Bogotá. In his decision, he recognized advances and evidenced the need to improve his technical-scientific and legal indicators.
In context: Supersalud intervened to administer a Subnet of Health Services of Bogotá.
On this announcement, Superintendent Giovanny Rubiano said that technical work tables have been carried out with Bogotá’s Ministry of Health on this measure and expect “indicators to improve much more.” “We have been doing articulated job to improve and strengthen health services for the population. We hope we can completely finish the intervention measure,” he added.
The entity said that the extension of the measure of forced intervention seeks to guarantee continuity in the provision of the service to users in quality, opportunity, security and continuity conditions, as well as improving their financial situation.
In May 2024, the Supersalud said that it evidenced 30 administrative, financial, healthcare and legal deficiencies that have been repetitive since 2022 and that, according to the entity, they put the integrity and safety of patients at risk.
-They also explained that despite the implementation of the services provision model within the framework of the reorganization of the East Center Subnet that then, access barriers for users have not been reduced. As a consequence of this, he argued that attention to users continues to be fragmented and with little resolutive capacity, especially in medium and high complexity services.
This decision, explained that entity, was given after an audit that made a total of 30 findings in April in April 2024, of which 13 correspond to the health component, 13 of legal order and four financial. “In the financial component, the entity presents a deficit in the income from provision of services compared to the costs and expenses generated in the exercise of their activity,” they added.
On the other hand, they had indicated that ESA presented shortcomings in the proper collection of income that impact payments, especially with human talent in health and suppliers, particularly those directly related to the care of patients in the supply of medicines, devices and medical supplies, as well as in the diagnostic support, leasing of medical equipment, laundry and rental of hospital clothing, supply of diets to diets Patients, cleaning, cleaning and private surveillance.
Another of the factors that took into account was that one of the improvement plans that the ESE should execute to correct the audits of the audits was not approved by the Supersalud. The reason was that the proposed improvement actions did not remedy the findings, while in the other plan proposed the auditor team showed that the subnet did not execute all the improvement actions within the term established by the entity.
