Born on January 11, 1966 in the department of Alto Paraguay (north), Ramírez is an economist at the Buenos Aires’ University and has a master’s degree in International Politics from the Sorbonne University of Paris.

Additionally, he studied Business Administration at the University of California (USA).

He was appointed in 2008 as director in Panama of the Development Bank of Latin America (CAF) and then in Argentina.

In 2016 the Government of the former president Horacio Cartes (2013-2018) proposed his candidacy for the Executive Presidency of that organization, but lost the election.

The current Paraguayan foreign minister was chargé d’affaires in Quito, consul in California, vice minister of Economic Relations and Integration, and alternate representative of Paraguay before the United Nations and UNESCO, among other positions.

Almagro was elected Secretary General of the OAS on March 18, 2015, with the support of 33 of the 34 member states. In March 2020, the former Uruguayan foreign minister was re-elected to complete a term that ends in 2025.
