Former Foreign Minister Álvaro Leyva published a video this Wednesday in which he made reference to the total peace proposed by President Gustavo Petro and recalled the Havana agreement, where he said that a mechanism such as the constituent assembly is contemplated.

“Total peace is with everyone, I have it outlined in capital letters, no one will be asked for permission to achieve it and quickly, all the people of Colombia will enjoy it with pride and satisfaction. Obviously, explanations of the case will be given, how President Petro has been the builder of the steps that follow, all of them welcome,” Leyva said.

Likewise, the former chancellor referred to the peace agreement with the FARC. “President Gustavo Petro was right when he announced that he will fulfill his commitment to the UN Security Council and the world. He has stated this because he understands that it is the word of the State that is at stake. Regarding this, we have exchanged notes from him with a generosity that I appreciate. It is clear that I did have something to do with the Havana agreements.”

“The president, in the midst of serious challenges, has so far hinted at the definitive solution. In his own way, he has been building the prelude to what will be a formula to resolve countless difficulties, and not exclusively because it is his obligation to fulfill, but because this integrally coincides with the thoughts previously expressed,” Leyva noted. .

Faced with a mechanism like that of the constituent assembly, Leyva said: “One of the fundamental sections that it is responsible for implementing reads like this: “(…) with the aim of further consolidating the bases on which peace and national reconciliation will be built.” , once the endorsement procedure has been carried out, will call on all the parties, political and social movements, and all the living forces of the country to conclude a great NATIONAL POLITICAL AGREEMENT aimed at defining the reforms and institutional adjustments necessary to address the challenges that peace demand, launching a new framework of political and social coexistence.”

This section is what the constituent states, according to Leyva’s explanation to WEEK. He said that it is recorded in the United Nations Security Council document. For several months now, Petro has proposed the need to convene a constituent assembly due, among other things, to the failure of his reforms to be processed in Congress. If what Leyva said is applied, then there would be no consultation with Congress. In an interview with the director of RCN newsJosé Manuel Acevedo, Petro had said that, when thinking about a constituent assembly and its call, it was not so important to think about the forms, but about the substance.

“The Havana peace agreement has not been concluded, so much so that every three months you have to appear before the security council to update it on the slow progress of its implementation. Which allows us to note that the official reports, that what was agreed upon has not yet been consolidated, therefore means that the figures high contracting parties that the 1949 Geneva Conventions and their protocols refer to so often, in the case of Colombia, are still in force. , all of which allows them to activate their function, they are ready to serve there, to accelerate the process, with the aim of being able to affirm in chorus that indeed the great days are yet to come,” assured Leyva.
