The Delegation of Human Resources and Occupational Health of the Córdoba City Council has sent a letter to municipal employees to announce the initiation of collective bargaining for the sake of signing a new agreement or collective agreement that will regulate the working conditions of official and labor personnel, respectively. According to the aforementioned report, collective bargaining is structured as follows: a general negotiation table for civil servants and labor of the Córdoba City Council for the negotiation of all matters and working conditions common to civil servant, statutory and labor personnel; a negotiation table of officials from the Córdoba City Council for the negotiation of matters related to common working conditions for officials of the Córdoba City Council; and a negotiating committee for the collective agreement for negotiation matters and working conditions of public employees of the Córdoba City Council that do not impact public officials.

Likewise, the head of the support body of the local government board says that the content of both texts will be similar in those matters that are common to civil servants and labor personnel, although it is specified that “there is no single text that can regulate the working conditions of municipal public employees as there are public employees who have the status of civil servants and other public employees who have the status of labor personnel.”

This is why the collective bargaining of personnel at the service of public administrations is translated, according to this report, into three different texts: the collective agreement of exclusive application to labor personnel since it regulates the specific working conditions of labor personnel and, therefore, does not impact civil servants; pacts or agreements for civil servants that regulate the specific working conditions of civil servants, and in pacts or agreements that regulate the working conditions common to civil servants and labor personnel of each public administration.
