The crashed EAAAY compactor vehicle did not have insurance, Yopal Councilor reported.

Councilor Leonardo Infante Tovar has filed a disciplinary complaint against Judy Stella Velásquez Herrera, special agent of the Yopal Aqueduct, Sewer and Cleaning Company (EAAAY). The complaint, filed with the Casanare Regional Prosecutor’s Office, alleges serious negligence in the securing of official vehicles, which has put public assets at risk.

The trigger for this controversy was an accident that occurred on April 27, 2024, when an EAAAY compactor truck, identified with the license plate OSE935, collided with a tractor-trailer on the road leading from Yopal to Paz de Ariporo. According to Infante Tovar, after the incident it was discovered that the official vehicle did not have the required insurance to cover damage to third parties or to the vehicle itself.

“It is unacceptable that State assets are not properly insured,” declared Infante Tovar. “This not only violates disciplinary regulations, but also exposes the entity to serious financial risks.”

The complaint points out inconsistencies in the insurance contract dates. Apparently, a contract was signed with Seguros del Estado SA on April 29, just two days after the accident. However, the policy indicates the date of issue as August 17, 2024, which raises doubts about the veracity of the documents and could be in the process of a possible falsification of the document on the part of Superservicios.

The councilor argues that these actions could constitute a disciplinary offense according to the General Disciplinary Code, specifically article 57, which sanctions failure to insure State assets for their real value. “The negligence of the EAAAY management has put the integrity of public resources in check,” he emphasized.

The Yopaleño community is closely following this case, which could set a precedent regarding the responsibility of officials in the protection of state assets; with the aggravating factor that it would be the same entity that is supposed to monitor this type of behavior by public service companies.

Meanwhile, the Attorney General’s Office must evaluate the merits of the complaint and determine whether a formal investigation is appropriate.
