Concerned with mental health in Cesar, Governor Elvia Milena Sanjuan, through the Departmental Health Secretariat, launched the ‘Guardians of Life’ strategy, an intersectoral support network and psychosocial support for the prevention of risk of suicidal behavior.
With the aim of empowering the community in mental health care, risk identification, knowledge of mental health rights and the effective activation of care routes for mental problems and disorders in different social environments. .
“We need to go out to protect life with the same enthusiasm that we go out to build a road; This strategy is as important as building a kilometer of urban pavement and must be replicated throughout the department. That is why from the Government of Cesar we have the responsibility of providing the possible tools to carry out the dreams and purposes of all the people of Cesar, telling them that they are not alone,” said Governor Elvia Milena Sanjuan.
According to the Sivigila report, in Cesar the behavior of suicidal behavior in the last four years went from 551 cases of suicide attempts reported in 2020 to 620 cases in 2023, representing an increase of 12.52%; and so far in 2024 there have been 30 cases of suicide and 326 cases of attempts, of which 130 are young people between 15 and 24 years old, relating relationship problems as triggering factors and suicidal ideas and mental disorders as risk factors such as the Depression.
In this sense, with an emotional symbolic act during the launch of this strategy, the governor turned on a light for life and, together with mayors, deputies, community leaders, teachers, students, influencers and health leaders, signed the Pact for the Care of Mental Health, that through this support network, which will be replicated throughout the department, the tools can be provided that allow all citizens to know the route to achieve a state of complete well-being and reduce the incidence of events that affect mental health.
For his part, the mayor of La Paz, Wilson Rincón Álvarez, indicated that this strategy will be replicated in his municipality and that on behalf of the mayors: “we are committed to ensuring that this support network reaches the 25 municipalities of the department, to take care of the lives of all Caesarians and provide them with psychosocial support in a timely and immediate manner.”
With a play by Grupo Maderos Teatro during the event, the Vital Line 125 was also socialized, an immediate tele-orientation line available 24 hours a day, every day of the week, which is attended by professionals in psychology, in coordination with the District Emergency and Emergency Regulatory Center-CRUE-, to provide emotional support, accompaniment, guidance and activation of routes immediately.

The training of Life Guardians begins with a training process offered free of charge by the Government of Cesar, including topics for addressing risk identification, psychological first aid, mental health rights and care routes, with the mission of providing support and guidance in their community and environment.
