The Research Center of Policy (CIPI) of Cuba and the Primakov Institute of World Economy and International Relations (IMEMO) of Russia signed a memorandum of understanding “with the objective of exchanging with primary sources, both human and documentary, on topics of prioritized interest for Cuba.”

This was reported by the Ministry of Foreign Affairs (MINREX) of the Island, referring to the attendance of José Ramón Cabañas Rodríguez, former ambassador of Havana in Washington and current director of the CIPI, to the 10th edition of the academic event called “Primakov Readings”, a meeting that concluded this Wednesday, June 26, at the World Trade Center in Moscow, and which was dedicated to Yevgeny Primakov, who was Russian chancellor under Boris Yeltsin and whom Washington described as “the Russian Kissinger.”

The annual meeting is convened and organized by the Primakov Institute plus the foundation of the same name, semi-official entities that function as Kremlin’s thinking tanks for its strategic policy.

According to MINREX, The Cuban regime has participated in these meetings since 2023 and is for the moment the only guest from among Latin American and Caribbean countries.

According to the official website of IMEMO, the event was attended by Advisor to the President of the Russian Federation Yury Ushakov; Minister of Foreign Affairs Sergey Lavrov; Deputy Chairman of the Federation Council of the Federal Assembly Konstantin Kosachev, as well as Russian and foreign experts in the field of international security, politics and world economyrepresentatives of public organizations, politicians and diplomats.

Discussions at the meeting focus on the role of the BRICS bloc in “the formation of a new global economic architecture; the vectors of interaction between the countries of Greater Eurasia; security in the Baltic region and the impact of modern crises in the future contours of European security, as well as the role of culture in international relations”.

“We warn about the West’s strategic miscalculations regarding hopes of an economic catastrophe in Russia under the influence of a sanctions war unprecedented in modern history; the inviolability of a unipolar world order; the possibility of a global blockade of our export-oriented economy,” said Alexander Dynkin, president of IMEMO.

“There is a feeling that experts in the West understand Russian realities less and less. “They are looking, figuratively, in the rearview mirror of their own rhetoric and propaganda,” he added.

Havana has become one of the main echo chambers for Moscow in America. Not only does the island serve the interests of the Kremlin through military exchanges and agreements between universities, but official media also spread propaganda and disinformation.

In fact, the CIPI, an academic unit attached to the Higher Institute of International Relations (ISRI), convened the IX Strategic Studies Conference for next October.

Organized with the co-sponsorship of the Latin American Council of Social Sciences (CLACSO)this meeting invites researchers, professors, analysts, students and the general public “to deepen the discussion on the main trends and transformations that take place in the field of international relations, under the central theme ‘The South in the geopolitical reconfiguration: the directions of the transition’.
