Academics from the Brazilian Institute of Law of the Sea visited the PUCV

Between Monday, June 24 and Wednesday, June 26, the School of Law of the Pontifical Catholic University of Valparaíso (PUCV) welcomed distinguished academics Leonardo de Camargo Subtil and Talissa Truccolo Reato, both from the University of Caxias do Sul.

The visit was part of an initiative to foster long-term cooperation between the PUCV, the Brazilian Institute of Law of the Sea (BILOS) and the University of Caxias do Sul, focusing on areas related to international law of the sea. Dr. Subtil, in addition to being a professor at the University of Caxias do Sul, is the director of BILOS.

It should be noted that Professor Mário da Rocha, from the aforementioned Brazilian university, also participated, who has been carrying out a research stay since April of this year at PUCV Law, in his capacity as a doctoral student, and whose academic host is the Professor Osvaldo Urrutia.

The main purpose of the BILOS visit was to lay the foundations for a long-term collaboration between the invited institutions. During their stay, the academics discussed the possibility of signing a cooperation agreement to formalize this relationship. Several points of agreement were addressed and joint activities were planned for 2025.

It is expected that in August, professors Jorge Bermúdez and Osvaldo Urrutia from the PUCV will visit the University of Caxias do Sul to continue the links between both institutions.

ACTIVITIES

On Tuesday, June 25, the Conversation “Brazil and Chile on the Law of the Sea: Priorities and Challenges in the 21st Century” was held, where attendees were able to familiarize themselves with the interests and positions of Brazil and Chile in global and regional debates on the law of the sea.

Topics addressed included maritime delimitation issues, rights in jurisdictional waters, extended continental shelf claims, Seabed Authority regulations, regional fisheries management and illegal fishing, the marine environment, and the recent Agreement on the Protection of Marine Biodiversity in the High Seas and the Zone, adopted in June 2023 by the UN. The event was attended by collaborators of the School’s graduates, assistants and professionals from the Navy.

The following day, the discussion “The advisory opinion of the Tribunal for the Law of the Sea on climate change and international law” was held, in which professors Subtil and Reato participated, together with the professor of the Diploma in Environmental Law at PUCV, Rocío Parra, on which occasion they discussed an advisory opinion requested by the Commission of Small Island States in relation to Climate Change and International Law.
