One of the first to be implicated in the gigantic corruption scandal in the National Unit for Disaster Risk Management (UNGRD), is the exalted advisor for the regions Sandra Ortiz, who was precisely removed from her position for allegedly having been part of the criminal network that bled the entity. Ortiz would have been in charge of delivering 3,000 million pesos to the president of the Senate, Iván Name. He has denied it, but the chats and evidence presented by the former deputy director of the UNGRD, Sneyder Pinilla, say otherwise.
According to Pinilla himself, the 3,000 million that were destined for the president of the Senate, Iván Name, were delivered between September 12 and 13. The former director of the UNGRD, Olmedo López, was even present in the first installment.
The delivery of the money – according to Pinilla – would have taken place days before the regional and local elections of October 29, 2023.
Pinilla reiterated to WEEK that the person who served as Name’s “messenger” was Sandra Ortiz: “She was the messenger, that is why she is important in the process,” said the former deputy director of the UNGRD. And he specified: “Dr. Sandra was only the messenger for the matter of Name, for nothing else.”
WEEK has published the WhatsApp conversations between Olmedo López and Sandra Ortiz. One of them is from September 25, 2023. There are several lost calls from Olmedo to Sandra (at 7:09 am, at 7:11 am and at 7:13 am). At 7:15 am, Sandra told Olmedo: “Director, good morning. The meeting will take place (sic) in the Tequendama Suit (sic)”. At 7:56 am, Olmedo reported to Ortiz: “Terrible mobility on 26. Here I go”. Then there was another missed call at 8:21 am from Olmedo to Sandra. Pinilla assured that Olmedo, Sandra and Name met at the Tequendama Suites that Monday, September 25.
In another conversation, Sandra Ortiz asked Olmedo at 11:49 am: “What time do you come by?”. He sent her a photograph immediately and said: “In a meeting”. She replied: “Excellent”. Olmedo told him: “I finish here, I finish and call him”. She just wrote: “Perfect”. But he made sure and said: “Everything ready for the red”. Sandra said goodbye at 11:51 am: “I remain attentive”.
