The meeting was led by the president of the Justice, Agreements and Appointments Commission, Jorge Soto and had the participation of the senators Walter Cruz, Enrique Cornejo, Alejandra Navarro, Luis Altamirano, Carlos López, Gonzalo Caro Dávalos, Dani Nolasco, Esteban D’Andrea, Leonor Minetti, Sonia Magno, Leopoldo Salva and Walter Abán. Along with the minister were the Chief of Police, Miguel Ceballos, the general coordinator of the portfolio, Oscar Loutayf and the Administrative Coordinator, Soraya Dipp.

Marcelo Dominguez He maintained that all the circumstances that the country is experiencing have a full impact on security and the new work logic seeks to achieve greater territorial coverage.

To this end, eight new regional units were created and 201 new units were incorporated into the police fleet in recent years. He also highlighted the creation of the Embarcación North Police Training Center, where a hundred applicants from the area will fill available places; of the General Directorate of Cybersecurity, the construction of four new police buildings, five operational bases and the recategorization of five other units.

Regarding the video protection service, he said that it was expanded, bringing the total number of cameras to 867 throughout the province. Added to this is the incorporation of artificial intelligence with 54 patent reading cameras, 18 facial recognition cameras and 100 bodycams for procedures.

On the other hand, with respect to the problem of prison overpopulation, he maintained that to date there are a total of 4,030 people housed in prisons, plus 800 in police stations, with Salta having a construction project approved by the Nation to expand the Alcaidía to 400 places.

Finally, Domínguez offered figures of the actions recorded by the police between 2023 and March of this year in terms of robberies, thefts, homicides, negligent injuries in traffic accidents and road accidents with fatal victims, pointing out that road safety operations had an impact in the lack of police.

Human and material resources

In turn, the senators agreed to raise the need for more police personnel in the different departments, as well as new vehicles, in addition to the reconditioning of existing material.

In this regard, the minister reported that the police currently has 11,388 troops, of which 8,428 are active in the service, clarifying that among those absent there are different reasons, for example 675 troops with retirement procedures.

On the other hand, he indicated that 586 officers would be appointed soon and considered that the ideal number for Salta would be 13,377, to go from one police officer for every 126 inhabitants to one for every 107, according to international parameters.

The legislators announced that they are working on different projects related to justice, on which they will await the contributions of the area’s technicians. This is an initiative on Legal Peace Justice and the project for prevention, visibility, awareness and education on hate crimes consisting of sexual assaults on people belonging to Native Peoples, a practice known as “chineo”.

In this regard, Minister Dominguez spoke out in favor of strengthening the so-called “local justice”, highlighting the recently created Justice Observatory as another useful tool for generating state policies on the matter.
