The public order situation in the rural municipalities of the department of Nariño is increasingly serious. due to the expansion of guerrillas and dissident groups. In the last hours, the Ombudsman’s Office revealed that the guerrillas of the Second Marquetalia They are charging a fine of 500 thousand pesos to people who wish to enter the township Alto Guandipa, municipality of Mosquera, after 6:00 in the afternoon, including its inhabitants.

Additionally, families in the sector are required to process a permit from the guerrillas. to allow them to enter and leave the region.

For the Ombudsman’s Office, these dissident groups create new ways of violating the rights of the communities that inhabit the most remote areas, affecting, as in this case, free mobility.

Once alerted to the situation, officials from the Ombudsman’s Office visited the municipality of Mosquera, where they also noticed a serious risk situation due to massive displacement and confinement, aggravated due to fighting between armed groups.

The delegates toured the communities of Cocal Jiménez, Jicrillal and Alto Guandipa, attached to the Odemap Mosquera Sur Community Council, after the call for help from the local parish.

This visit showed that, for example, in the sector known as Cocal Jiménez there is a community in risk of mass displacement, due to clashes between armed groups on April 2.

As to Jicrillal, The officials found a desolate territory because Three years ago the last families left in conditions of massive displacement, also due to armed confrontations. Several families expressed their desire to return to their territories.

And in Alto Guandipa there is an atmosphere of anxiety and fear. It was the children of a school who received the commission from the Ombudsman’s Office, since the adults are afraid of being threatened.

“The Delegate for the Rights of the Population in Human Mobility seeks to carry out a humanitarian mission, in conjunction with international cooperation agencies. In addition, the return plan for the Jicrillal communities will be reviewed,” the agency mentioned.

For now, security conditions continue to worsen. There are already 22 early warnings for imminent risk in both Nariño and the department of Cauca. The dissidents, some under the command of Iván Mordisco, and others under Iván Marqués, They have security in check and the inhabitants of these departments in constant anxiety.
