He Ministry of Justice of the Nation has announced a series of significant reforms in relation to Automotive Records and the procedures carried out in said offices. One of the notable modifications is the elimination of the so-called “blue card” and the implementation of changes in the identification cards for vehicle owners and people authorized to drive them.

Starting in May, the need for the “blue card” will be eliminated, allowing any individual to circulate through Argentine territory by showing only the green card of the vehicle owner, whether in physical or digital format. In addition, it has been decided to eliminate the expiration of all “green cards.”

The Unique Vehicle Identification Cardformerly known as green cardcontains vital information such as the domain, name and document of the owner, make, model, chassis and engine numbers.

On the other hand, the Identification Card for Authorized to Drivepreviously called blue cardhas the same information as the green card but includes the name of the person authorized by the holder to drive the vehicle.

With this government measure, it will no longer be necessary to carry a blue card to drive a vehicle that is not your own, thus eliminating the holder’s obligation to authorize third parties to drive their car.

The Ministry of Justice announced a series of changes in the Automotive Registries

As part of an audit that seeks to reduce costs and simplify bureaucratic procedures, it was decided:

  • 40% of Automotive Registries will be closed, starting with those that have been intervened for more than two years.
  • There will be a 30% reduction in the staff of the Automotive Registration Directorate through a voluntary retirement and early retirement plan.
  • The Automotive Transfer Certificate (CETA) will be eliminated for the purchase and sale of used vehicles.
  • All vehicle files will be digitized to establish a complete and unique digital record.
  • The regime that granted the Mint’s monopoly on the purchase of inputs will be repealed.
  • The amount that requires citizens to inform the State about the origin of the funds to purchase a vehicle will be increased.

In addition, measures will be implemented to make the competitions transparent in the Sectional Registries and the inspection system will be audited by the Undersecretary of Registry Affairs.
