The Governor of Huila, Rodrigo Villalba Mosquera, appointed as the first Manager of the newly created Idaco – Huila, the former mayor of the municipality of Tello, José Manuel Córdoba Trujillo, who will be in charge of an immense responsibility at the head of this institute created by Ordinance by the Departmental Assembly in March of this year.

“This Government has as a public policy to make many calls to involve the Community Action Boards and many non-profit organizations, so that they perform some tasks of public goods and services. We see that when these national calls are made, the Department that most empowers, participates and qualifies is that of Cundinamarca, hand in hand with the community action boards. There is a direct relationship between the Idaco institute and the participation of the community in that department,” said Villalba Mosquera.

“As for the rest, we have seen much more goodness. We will examine how to work hand in hand with the base, with good community and citizen participation. The first task is to look at how we can empower educational institutions with a program like the PAE. But there are all kinds of drawbacks. First, it is a competition that they transferred to the Departments and Municipalities, without sufficient resources,” he added.

“The current PAE operation contract of the current term only lasts financially until the month of July. And they have told us then to invest from the royalty resource. But that type of resource is what we have for investment in other sensitive issues. The own resources we have go into the operation and functioning of the territorial entity. So if we allocate royalty resources to the PAE, we would not be able to do road maintenance, track plates, sports infrastructure and all the other works that must be done for the people of Huila,” reflected the leader of the Huila people.

However, he said that the goal for next year and as part of the solution, is to hand over the management of the PAE to the parents’ boards and associations, where there are few students and which corresponds to at least 300 or 400 establishments. schoolchildren.

“This year Idaco’s task is to see if these educational institutions have school cafeterias and kitchens adequate for the number of students and to examine how resources are invested in their adaptation with the parents themselves or community action boards,” said the governor.

“But there are more objectives. The Government and Congress about 4 or 5 years ago implemented the standard specifications for public procurement bidding that has helped a lot in the diversity of bidders, since before 1 or 2 bidders were presented and today we see 100 for paving and footprint plate For example. But this has meant that the Contracting Office must give better responses and requires more personnel and that has grown our dependence on the Government,” he stated.

“We are then going to take work away from this office, through Idaco with direct contracting with the JACs and with non-profit entities for small contractual processes that these organizations can execute,” added the departmental leader.

He highlighted Idaco as an institute that will have direct contact with the community base, and will operate using personnel from other agencies for each purpose. If it is PAE, then with the Government and with Education. If they are road repairs, it will be between the Ministry of Roads and Infrastructure and Idaco.

For his part, the current Manager of Idaco-Huila, José Manuel Córdoba Trujillo, stated that he assumes this designation with responsibility and that he will make this institute shine, which, together with Cundinamarca, are the only two existing in the country.

It is a very important designation since it entails a challenge that the governor of Huila wants, and that is to give that importance to the community, to the social base, for which he has autonomously created the Idaco Departmental Institute of Community Action, to manage all this rapprochement with our communities and community action boards,” stated the manager.

“This is a mechanism that was created in Law 743 of 2002, but the JAC as such were reformed with Law 2166 of 2021 and was regulated by the National Government through Decree 1501. In Huila there is a public policy of communal action through a 2019 Ordinance, which must be reviewed to bring it into line with the new regulations,” explained the new Huila Grande Government official.

“We are going to make that connection, to find out what was being done from the Government Secretariat, taking advantage of all the time available to advance with the strengthening of our communities through Idaco,” José Manuel Córdoba concluded his intervention.
