The advisor of the Atuel River of the General Department of Irrigation, Gustavo Villegas, went to Santa Isabel and bought the water that Mendoza gives free to the people of the Pampas.
“We had been working based on complaints from residents of Punta del Agua. They have begun to have problems because a company from the Pampas takes the water and they have less. That water was granted under a good neighbor agreement between provinces and they are selling it,” said the Irrigation Superintendent, Sergio Marinelli.
In that sense, he highlighted the contradiction. “How can it be that they live demanding water and, when we give it to them, they are selling it?” she pointed out.
“It is bottled water from the aqueduct, it is bottled in Santa Isabel and sold to the towns of 25 de Mayo, Catriel and in the province of Neuquén.. “It is a clear breach,” said Villegas.

The agreement breached by the province of La Pampa
The agreement signed in 1992 establishes that “the province of Mendoza is committed to delivering the flow of drinking water necessary to satisfy the demand for human use in the towns of Santa Isabel and Algarrobo del Águila in the province of La Pampa up to a maximum of 6,000 inhabitants.”
“The agreement is specific. It is for those two locations. We went to the province of La Pampa, we bought the drums in Santa Isabel and 25 de Mayo,” Villegas added.
After learning of the fact, Irrigation sent a note to the State Attorney’s Office, the Government Advisory Office and the Governor to move forward with a lawsuit before the Supreme Court of the Nation.
