He Heritage Council of Historical Areas and Centers of the State of San Luis Potosí wishes to express its deep concern and underlines the urgent need to review and reinforce current regulations on the use of rooftop terraces, especially in the downtown area of ​​our city, following the unfortunate event that occurred on the night of Friday, June 7, in an establishment night to the west of the city, where two young people lost their lives and at least 15 were injured after the collapse of a railing, due to the lack of adequate security measures and municipal permits.

In June 2022, the State Heritage Council delivered a recommendation to the municipal authorities of the capital of Potosí, warning about the risks associated with the saturation of discordant roofs on the terraces of real estate located in Perimeters A and B of the monument area. historical, where it identified 25 businesses that operated as restaurants, cafes and bars. The recommendation stressed the need to monitor and ensure compliance with the law to avoid irreparable harm.

Likewise, Juan Carlos Machinena Morales, Secretary of Tourism, recently emphasized the importance of preventing overcrowding in these areas, since the rooftops near the shores could represent a serious risk of falling for Potosí consumers as well as for national and foreign tourists. .

The Complementary Technical Standard to the Conservation Regulation of the Historic Center of San Luis Potoyes (NTCRCCH) establishes in its section 12.1 that pre-existing frontal heights must be respected and that frontal areas cannot be built that exceed the average height of the urban profile of the immediate surroundings. Likewise, section “d” prohibits the placement of service elements visible from the public street on rooftops.

The Council of the PHeritage of Historical Areas and Centers determines the need to regulate the installation of “discordant covers” on the terraces of real estate in the historic center, enforcing the relevant laws and regulations, such as the Partial Conservation Plan for the Historic Center.
