Within the framework of the 91st institutional anniversary, the Tarapacá Police Region gave its annual public account this Wednesday, June 26, an activity headed by Inspector Prefect Cristian Lobos and attended by the highest civil authorities, Armed Forces and Public Order and Security.
In his speech, the highest police authority in the region highlighted the fundamental role of the Chilean Investigative Police (PDI) in criminal investigation since its creation in 1933, highlighting its capacity for adaptation and professionalization over the years.
Lobos pointed out that “the PDI has implemented a strategy of continuous training, use of advanced technology and rigorous scientific methods, which has strengthened its investigative work. Since the 1990s, it has followed strategic planning through several police modernization and development plans, such as the Institutional Strategic Plan 2017-2022 and the Police Development Strategic Plan 2023-2028, which have guided its growth and professionalization. .
With the entry into force of Law 21,427, which modernizes institutional management and strengthens probity and transparency, the PDI already had a well-defined trajectory towards its centenary. Its Strategic Plan establishes the purpose of contributing to public safety through professional investigation of crimes and immigration control.
Its vision is to position itself in 2033 as a regional reference in the investigation of highly complex crimes and transnational organized crime, its mission being to contribute to the growth and development of the country, guaranteeing the security and protection of citizens and institutions. In addition, values ​​such as ethics, probity, respect for human rights and a gender approach are highlighted.
In turn, it was highlighted that the Tarapacá PDI has territorial coverage that covers the provinces of Iquique and El Tamarugal, with infrastructure that incorporates police complexes in Iquique, Alto Hospicio, La Tirana and Colchane.
Budget management
The budget management of the region, with financial resources that reached more than 790 million pesos, was distributed in personnel expenses, goods and services, acquisition of assets and the Zero Territorial Model.
The National Center for Criminal Analysis (CENACRIM) is mentioned as a key institution for criminal analysis and police intelligence, improving investigative effectiveness.
In 2023, 387 analytical products were prepared, mostly linked to police investigations. In addition, the PDI Criminalistics Laboratory is notable for its equipment and expert capacity, having prepared 1,490 expert reports last year.
IBIS
Subsequently, the acquisition of the Integrated Ballistic Identification System (IBIS) was highlighted, which has made it possible to improve the identification of those responsible for crimes through the analysis of ballistic evidence.
This system, operational since early 2024, has recorded more than 100 pieces of evidence and has resulted in 21 matches in crimes associated with the same firearm.
Finally, the Prefect Inspector Cristian Lobos, addressed in his speech the increase in crime rates in Tarapacá, especially homicides, and the response of the PDI with a special homicide investigation team that has managed to clarify 14 of the 17 murders that occurred. at the beginning of 2023, which translates into 83% effectiveness.
This strategy has been replicated at the national level as part of the “Streets Without Violence” Plan, contributing significantly to the security of the region and the tranquility of its citizens.
“This represents a clear message in the sense that events as serious as those indicated, which threaten the most important and precious legal good that is human life, did not go unpunished, and we can proudly say that our investigative results contributed significantly important to the security of our region and the tranquility of our citizens,” concluded the Regional Chief of Tarapacá.
