The magistrates of the Special Jurisdiction for Peace (J.E.P.) summoned four former governors of Nariño to testify, regarding the implementation and impact of the strategy of forced eradication of crops for illicit use, through aerial spraying with glyphosate, in the municipalities of Tumaco, Ricaurte and Barbacoas, for events that occurred between the years 2000 and 2013.

These proceedings were scheduled for June 17 and 25, in which the former governors must attend, Parmenio Cuéllar Bastidas, Eduardo Zúñiga Eraso, Antonio Navarro Wolff and Raúl Delgado Guerrero.

These testimonies are part of the judicial work ordered by the JEP, as part of the investigations carried out by the Truth Recognition Chamber in Case 02 related to the serious crimes allegedly committed by the Public Force in these municipalities of Nariño.

Likewise, the JEP called on the victims of the prioritized municipalities that suffered serious violations of Human Rights and infractions of International Humanitarian Law (IHL)committed during the eradication of crops for illicit use with glyphosate, to make their formal request to be accredited within this investigation.

As part of the investigations, the Truth Recognition Chamber has identified more than 400 serious and representative acts allegedly committed by State agents who are members of the Public Force, of which, 98 were executed within the framework of the implementation of the forced eradication strategy of crops for illicit use, through aerial spraying with glyphosate.

“This macro case of the Truth Recognition Room develops two lines of investigation by actors, with a territorial methodology that incorporates gender, ethnic-racial and territorial and environmental approaches,” said the JEP.

According to victim, indigenous, Afro-Colombian, peasant and human rights organizations, it is noted that supposedly Serious, differentiated and disproportionate damage was caused to the civilian population, its property, the territory and nature.

According to reports from the authorities, there was direct damage to people’s health and serious environmental impacts, including the destruction of bread crops, medicinal plants and pollution of rivers and streams.

The victims also reported in their reports that these operations supposedly caused forced displacements and They compromised the living conditions of the communities, exacerbating situations of vulnerability and social conflict.
