The investigation is related to the temporary appointment of the Comptroller General of Manizales, following a complaint filed by the columnist of the newspaper La Patria as an ordinary citizen, Jorge Enrique Pava.
Pava Quiceno, known as “Tite” Pava, told RCN Radio midday news at the time that “on the date of the complaint, The Manizales Council should have provided the position of Comptroller through the selection process that that corporation has to carry out, but due to delays and other difficulties, they did not choose a Comptroller in-house to replace Jenny Constanza Osorio Osorio who had finished his term.”
He explained that “while this process was taking place, the Mayor of Manizales Carlos Mario Marín should have appointed as manager the official who holds the position of deputy controlleras indicated by three mandatory legal provisions, but what he did was with a person who was provisional, which transgressed the law.” In addition to the irregularities in the appointment, Pava Quiceno sent evidence to the Prosecutor’s Office to argue that the comptroller appointed by Carlos Mario Marín is an official who has a lifetime disability and could not occupy that position.
“After verifying the background of the Comptroller General in charge, Julián Andrés Valencia Valenciais found to have a permanent special disability for the position of Comptroller General, emanating from the Attorney General’s Office, which is public knowledge,” said the complainant who attached a screenshot of the query on the official website of the Attorney General’s Office.
